Rhode Island's home care system is at a critical juncture. House Bill 8218 and Senate Bill 2363 will modernize Medicaid reimbursement policies, support direct care workers and ensure continued access to quality care for seniors and individuals with disabilities who rely on services at home.

This legislation establishes sustainable reimbursement standards for Medicaid managed care, creates wage modifiers to support evening, weekend, holiday and rural service delivery, ensures compliance with federal labor requirements, reduces outdated administrative burdens and expands behavioral health training opportunities for frontline paraprofessional caregivers, such as CNAs and homemakers.

Home care keeps Rhode Islanders safe, independent and out of costly institutional settings. However, providers cannot maintain services without fair and responsible payment structures.

Take action now and urge your state legislators to include House Bill 8218 and Senate Bill 2363 into the SFY27 budget! Your voice will help protect access to care and strengthen Rhode Island's home care workforce.

Congratulations to Rhode Island House of Representatives Speaker K. Joseph Shekarchi on his leadership and influence on healthcare public policy issues affecting Rhode Islanders statewide. Throughout his tenure, he has helped shape important conversations surrounding home care rates, healthcare access, workforce challenges and services supporting children, adults and elders that are vulnerable and homebound. Rhode Island's home care, home health and hospice industry thanks Speaker Shekarchi for his relentless advocacy and wish him well in his next pursuit to serve the people of our State.

Best wishes to Majority Leader Chris Blazejewski on his anticipated ascension as the next Speaker and fosters this new chapter at the State House. We look forward to continuing to work collaboratively on policies that strengthen home care, home health and hospice services and support Rhode Islanders receiving quality care safely at home.

Lastly, thank you to Rep. Julie Casimiro for her dedicated public service and commitment to home care throughout her time in the General Assembly. We wish Rep. Casimiro all the best in retirement from public life.
