Bent Tree Harbor Informational Meeting Update — August 15, 2026
Thank you to everyone who attended the informational meeting. Here are the primary updates and projects currently underway. Specific Association financial figures have been intentionally excluded from this public update.
EasyHOA & Association Webpage
We continue working to make better use of EasyHOA for Association business, recordkeeping, communications, service requests, property information, and documentation.
We are also working on a Bent Tree Harbor webpage to make general Association information easier for property owners to access.
DebtCo Collections
DebtCo continues working on the Association’s delinquent accounts, and we are seeing positive results from the collection process. Accounts that have remained unpaid are being actively worked, and payments are being recovered for the Association.
This has been a positive step toward collecting money already owed to Bent Tree Harbor and improving accountability for delinquent accounts without placing that burden on property owners who are paying their obligations.
Standardized Violation & Enforcement Process
A major project currently underway is standardizing how violations are handled. We are developing uniform forms and procedures through EasyHOA so violations are documented and processed consistently.
The goal is to establish a clear process for notices, correction periods when applicable, follow-up inspections, Trustee review, fines and further enforcement. This will also create a better record of what was sent, when it was sent, and what action was taken.
CC&Rs & Bylaws
Work continues on updating the governing documents. The CC&Rs have gone through committee review and are being reviewed by our attorney. Bylaw revisions are also being worked on.
The intent is to make sure the CC&Rs and Bylaws work together without conflicting provisions and that each document contains the matters that properly belong there. Proposed changes requiring membership approval will go through the appropriate review and voting process.
Wastewater Plant
Preparation for the wastewater plant project continues. This includes gathering the necessary materials, preparing the site, coordinating equipment and planning the excavation and installation work.
Pump-out operations are continuing while repairs are being addressed so that we can maintain two dependable pump-out trucks. Plant flow measurements and pump-out volumes are also being documented as part of our DNR compliance requirements.
The plant has a permitted daily processing capacity, so pump-outs sometimes have to be scheduled and staggered accordingly.
Holding Tank Inspections & Documentation
Work continues on improving the holding-tank inspection and documentation process. Property and pump-out records are being reviewed so tanks requiring inspection or additional attention can be identified.
Additional help will be needed for inspections, and volunteers can be trained on the proper documentation and photographs required.
Full-Time Living & Conditional Allowances
The Association continues working to correctly document properties that qualify for existing full-time status and Conditional Allowances.
Full-time living cannot simply be expanded to additional properties because Bent Tree Harbor remains subject to the AOC, DNR requirements and the capacity limitations of our wastewater system.
Conditional Allowance and wastewater information is being organized by lot/property, rather than simply by the name of the current owner, so the history and status of a property can be accurately maintained when ownership changes.
This is also why anyone considering purchasing property in Bent Tree Harbor should contact the office and verify the property’s status and permitted use before purchasing.
Maintenance Equipment & Roads
The burned maintenance truck has been determined to be beyond repair and will be offered for sale.
The Association is purchasing a 2002 Ford F-350 diesel maintenance truck from President Rich Addleman. Because the seller is a Trustee, that relationship was openly disclosed and discussed.
The Association also intends to put the dump truck into regular service so we can haul gravel ourselves when practical rather than paying outside hauling costs.
Road requests continue to be documented. The focus going forward is to find longer-lasting solutions instead of repeatedly putting gravel on areas where drainage problems simply cause it to wash away. Culverts, drainage, road preparation and recovering usable gravel are all part of that discussion.
Moving Forward
There is a lot of work currently happening at Bent Tree Harbor: completing the wastewater plant project, improving EasyHOA, standardizing enforcement procedures, updating our governing documents, improving property and tank records, maintaining equipment and developing a more sustainable approach to our roads.
