The problem with herding cats is, well...herding cats. They herd themselves quite well, as evidenced by residents of Youngsville and Sheffield since early Spring. The state of Rhode Island requires its residents to license cats. When I spoke with a public official in Providence, RI, they assured me that this has cut the feral and stray cat problem by a large number. In order to license the cat, one has to prove the spay or neuter and present a legal (Vet issued) rabies tag along with proof of other shots required by the state. The cost of the license is $6.00, annually, or a lifetime tattoo (like for dogs) at $25.00. There is a HUGE fine for abandoning (leaving the pet when you move or tossing the pet outside to survive on its own) of $300.00. I have no problem whatsoever buying a license for my cats since they are never outdoors. They are fully vaccinated, spayed or neutered, toenails are trimmed, and they see a vet when required.
