My fellow Comrades of the VFW Riders group,
Your patience is appreciated as we address the procedural, legal, and practical considerations surrounding the review and provisional approval of the proposed bylaws for the VFW Riders Group. We are not intentionally withholding the Riders Group Bylaws.
The development and adoption of bylaws is not a perfunctory exercise, but rather a foundational process that establishes the governance, accountability, and operational integrity of the organization. As such, it is essential that the review process be conducted with deliberate care, ensuring that all provisions are consistent with the governing documents of the Veterans of Foreign Wars, applicable state and federal laws, and the broader policies that guide subordinate organizations.
From a legal standpoint, bylaws must be scrutinized to avoid conflicts with the VFW National By-Laws, Manual of Procedure, and any Department-level directives. Failure to do so may expose the Riders Group—and by extension the Post or Department—to unnecessary risk, including challenges to authority, financial mismanagement concerns, or disputes regarding membership and leadership structure. These are not theoretical risks, but real considerations that underscore the importance of a thorough and methodical review.
Equally important is the element of time. While there may be a desire to expedite approval in order to begin operations or formalize the group’s structure, it is critical to recognize that a rushed process often leads to oversights that require correction later—frequently at a greater cost in both time and organizational cohesion. A careful, patient approach allows for proper consultation, legal review where appropriate, and alignment with all governing authorities.
Provisional approval, when granted, should be understood as a measured step rather than a final endorsement. It provides an opportunity for the Riders Group to begin functioning within a defined framework while allowing leadership to monitor implementation, identify any deficiencies, and make necessary adjustments before granting full and permanent approval. This phased approach reflects both prudence and responsible governance.
In closing, I strongly encourage all parties to approach this process with the seriousness it deserves. Patience, diligence, and adherence to established legal and organizational standards will ensure that the resulting bylaws are not only compliant, but durable and effective in supporting the long-term success of the Riders Group.
