We did it.
SB 2580 has passed the full floor vote in both chambers of the Hawaiʻi State Legislature and is on its way to Governor Josh Green for signature.
Hawaiʻi’s film tax credit has been meaningfully strengthened — and after years of advocacy, 80% local hire language is now written into statute for the first time. The GET exemption is in the bill. The per-production cap has been increased to $20 million, with productions over $60 million exempt from the cap entirely. The annual program cap has been increased from $50 million to $60 million. Streaming is included. The sunset is extended to 2038. And HB 1576 — Public Notice — also passed today.
Mahalo to the legislators, administration officials, and public servants who fought for our industry through an incredibly difficult budget year. Mahalo to the unions, the coalition partners, the local business community, and every member who showed up — who testified, who called, who refused to let this moment pass.
The work continues. Administrative rules are next. HFA will be there to help shape rules that work for our people.
If you stand with Hawaiʻi’s film workforce, join us.

The Hawaii lawmakers are considering several ways to boost state subsidies for film productions in the wake of a relative dry spell of high-value projects last year and a rebound this year.

Most people don’t realize this:

You don’t just testify once.

As a bill moves through the Hawaiʻi Legislature, it goes through multiple committees — and each hearing is a new opportunity for public testimony.

That means if you care about a bill, your voice may be needed more than once.

This video breaks down:
• how a bill actually moves
• where the public fits in
• and why testimony matters

You don’t need to be a lobbyist or policy expert to participate.

Just track the bill, watch for hearings, and submit testimony when it counts.

⚠️ HEARING UPDATE

The House Committee hearing that was scheduled for today for SB 2580 and SB 2578 has been cancelled due to severe weather and emergency closures.

The Legislature has indicated the measures will be rescheduled for a future hearing date.

Important note:

Testimony submitted for the cancelled hearing will NOT carry forward to the new hearing.

When the new hearing is scheduled, testimony will need to be submitted again to be included in the official record.

The good news is that this gives our community more time to prepare strong testimony.

We will share the new hearing date and submission deadline as soon as it is announced.

Mahalo to everyone who already submitted testimony and engaged in the process. Your participation matters.

Please stay safe during the current weather conditions.
