Behind every number is a person, a family and a community whose health and future depend on
reliable access to safe drinking water. This Del Rey father shares what it means for his family to
receive help with their domestic well and why California must continue investing in lasting
drinking water solutions.
Through the SAFER program, more than $600 million has been distributed to over 1,000 water
systems, helping more than 900,000 Californians gain access to safe drinking water. But the
work is not finished. Another 518 failing and at-risk water systems are still waiting for
permanent solutions.
We applaud the Senate’s proposal to protect SAFER funding and urge Governor Governor Gavin Newsom
and the California Assembly to ensure the program remains fully funded. California made the
Human Right to Water a promise. We cannot walk that promise back while families are still
waiting.
Thank you to this Del Rey resident for sharing his family’s experience and reminding us of what
is truly at stake. Safe drinking water is not a privilege. It is a human right.

Her story shows how deeply losing access to water affects everyday life. No family or community should have to struggle for something as basic as safe and reliable drinking water.

SAFER funding helps communities like Plainview receive immediate assistance while permanent drinking water solutions are developed. More than 900,000 Californians have benefited from SAFER, but another 518 failing and at-risk water systems are still waiting for solutions.

We urge Governor Gavin Newsom and the California Legislature to keep SAFER fully funded and continue upholding California’s commitment to the Human Right to Water. Plainview and communities across California cannot afford to wait.

Our Summer Lunch Program returned this year, helping provide nutritious meals and support to children and families while school is out.

Through partnerships with EOC of Fresno and Kern Nutrition, lunches are being provided five days a week to our communities and surrounding neighborhoods, ensuring children have access to meals throughout the summer months.

This year, the program has provided more than 2,500 lunches across 13 SHE sites, including communities such as Los Arroyos, Biola Village, Santa Fe Commons, Sequoia Commons, Sierra Village, Palm Terrace, North Park, Rancho Lindo, and Solinas Village. In addition, more than 769 backpacks have been distributed to help kids prepare for the upcoming school year.

Today, we celebrated continued growth of one of Goshen's newest neighborhoods with the dedication of Manuel Costa Park. Located along Pheasant Street, the new community park provides a place for neighbors to gather and enjoy the growing neighborhood. The park honors the legacy of Manuel Costa, father of Congressman Jim Costa , and his longstanding connection to the San Joaquin Valley. Congressman Costa and his sister Betty joined SHE, community members and housing partners for the dedication.

“My family has deep roots in Goshen, and my father taught us the value of hard work, perseverance and giving back to the community. It is incredibly meaningful to see his legacy honored here today,” said Congressman Jim Costa, who was surprised by the dedication. “Self-Help Enterprises has an incredible history of helping families throughout the San Joaquin Valley and beyond. I am grateful to the entire Self-Help Enterprises team for their commitment to making housing and homeownership a reality for families across our region.”

The development of this community has been supported through funding including Tulare County’s Permanent Local Housing Allocation program, the U.S. Department of Agriculture, CalHome and the Joe Serna, Jr. Farmworker Housing Grant Program.
