The City of Virginia Beautification Committee is seeking proposals from qualified and licensed contractors to renovate the Historic Virginia Bandstand located on the Virginia, IL city square. The historic bandstand serves as a central feature for community events and gatherings. Due to aging and rot, a comprehensive renovation is required to restore its structural integrity and aesthetic appeal.
2. Project Location
The bandstand is situated on the city square in Virginia, Illinois.
3. Scope of Work
The renovation project will focus on restoring the Historic Virginia Bandstand located on the square. The structure must maintain its original wood-only constructionβno composite materials are to be used.
The selected contractor will be responsible for:
β’ Roof Replacement:
o Remove and replace existing roof shingles with new 30-year architectural asphalt shingles, color: dark black.
o Replace any deteriorated wood sheathing under shingles with new 3/4β CDX plywood.
β’ Roof Structure:
o Remove and replace wood roof rafters and post-to-roof supports with treated wood, painted color: white.
β’ Ceiling Replacement:
o Remove and replace beadboard ceiling with new wood beadboard, painted color: white.
β’ Flooring:
o Remove existing decking and install new tongue-and-groove wood decking (no composite materials allowed), stained color: deep brown.
o Repair or replace floor framing with new treated wood joists, as needed.
β’ Railings and Guardrails:
o Remove existing railings and replace with new wood guardrails that match the original design.
o Paint railings and support posts color: white.
β’ Columns:
o Inspect and replace, only if necessary.
β’ Steps and Access:
o Remove and replace existing stair treads and risers with wood.
o Ensure steps meet code for riser height and tread depth.
β’ General Painting and Finishing:
o Paint all vertical and structural elements white.
o All exposed fasteners should be galvanized or stainless steel.
Note: Contractors are encouraged to visit the site to assess the current condition and gather necessary measurements.
4. Contractor Requirements
β’ Licensing: Must be a licensed contractor in the state of Illinois.
β’ Insurance: Provide proof of general liability insurance and workersβ compensation coverage.
β’ Experience: Demonstrated experience in similar renovation projects, preferably with public structures.
β’ References: Submit at least three references from previous clients.
5. Proposal Submission
Interested contractors should submit a comprehensive proposal including:
β’ Company Information: Name, address, contact details, and a brief company profile.
β’ Project Approach: Detailed description of the proposed renovation approach, materials to be used, and any innovative solutions.
β’ Timeline: Projected schedule outlining key milestones leading up to the June 1, 2026 completion date.
β’ Cost Estimate: Detailed breakdown of costs, including labor, materials, and any additional expenses.
β’ Compliance: Confirmation of licensing and insurance requirements.
β’ References: Contact information for at least three previous clients.

6. Evaluation Criteria
Proposals will be evaluated based on:

β’ Cost Effectiveness: Reasonableness and transparency of the cost estimate.

β’ References: Feedback from previous clients regarding quality and reliability.

β’ The City of Virginia Beautification Committee reserves the right to reject any or all proposals, waive informalities, and select the proposal deemed most advantageous to the city.
