Black History Month Tribute — Retired Chief Bernard Richardson

As we recognize Black History Month, the Emporia Police Department honors a man who helped shape the history of public safety in our city, Retired Chief Bernard Richardson.

Chief Richardson is recognized as the first African American Chief of Police to serve the City of Emporia, Virginia. He began his career with the Emporia Police Department in 1971, serving this community with dedication for decades before retiring in 2000.

His commitment to Emporia did not end there. Chief Richardson returned to lead the department, serving as Chief from 2006 to 2010, bringing experience, steady leadership, and a deep understanding of the community he served.

His leadership helped move this department forward, and his legacy remains part of our foundation today.

And for anyone wondering, Chief Richardson is doing well and enjoying fishing every chance he gets.

We honor his service, his leadership, and the path he paved for future generations.

Black History Month Spotlight

During Black History Month, we proudly recognize Kelvin L. Wright for his extraordinary leadership and lasting impact on the Chesapeake Police Department and the City of Chesapeake.

Chief Wright joined CPD in 1982 as a patrol officer and rose through all the following ranks of the organization—field training officer, traffic enforcement officer, instructor, sergeant, lieutenant, captain, major, and ultimately Chief of Police in 2008. Over the course of his career, he commanded multiple precincts, led the Professional Standards Unit, helped develop and implement community policing initiatives, revised districting and manpower plans, and strengthened partnerships with civic leagues and community groups.

During his 14 years as Chief, he implemented a department-wide crime reduction strategy that significantly lowered crime in Chesapeake, reinforcing its reputation as one of the safest cities in the nation. Under his leadership, the department grew into a modern agency serving more than 242,000 residents.

Chief Wright holds degrees from Tidewater Community College, Saint Leo University, and Troy University, and completed doctoral coursework at Old Dominion University. He has also served in leadership roles within the Virginia Association of Chiefs of Police and the International Association of Chiefs of Police, while mentoring future professionals through teaching.

In recognition of his service, the Virginia Senate formally commended him upon his retirement in 2022. In 2025, he returned to serve the community once again as a Deputy City Manager for the City of Chesapeake, continuing his commitment to public service.

We honor Chief Wright’s trailblazing career, integrity, and continued dedication to the City of Chesapeake.

Today, we pause to honor the lives and final sacrifice of Officers Cameron Girvin and Christopher Reese of the Virginia Beach Police Department. One year ago, on February 22, 2025, our community was forever changed when these officers were fatally shot during a traffic stop that was initiated on Rosemont Rd.

Despite the senseless violence of that night, they are remembered not for how they left us, but for the honor, courage, and commitment they displayed every time they put on the uniform. End of Watch (EOW): 2/22/2025.
