CFS, Corp. Awarded Up to $3 Million to Expand Addiction Treatment and Recovery in Knox, Daviess, and Sullivan Counties
Federal rural opioid response award will open a new Grasshopper Group clinic in Sullivan County and expand prevention, peer recovery, and community health services across three counties
VINCENNES, Ind. (September 28, 2026) – Children and Family Services, Corp. (CFS, Corp.) has been awarded $750,000 in first-year funding, and up to $3 million over four years, through the Rural Communities Opioid Response Program-Impact (RCORP-Impact). The program is administered by the Health Resources and Services Administration's Federal Office of Rural Health Policy. CFS, Corp. is one of 87 organizations nationwide and one of five in Indiana selected in the 2026 funding round, which HRSA announced on September 25th during National Recovery Month.
The award funds a four-year expansion of substance use disorder prevention, treatment, and recovery services across Knox, Daviess, and Sullivan Counties. At its center is a new Grasshopper Group Health Services outpatient clinic in Sullivan County, planned to open in March 2027. The clinic extends the treatment model CFS, Corp. already operates in Vincennes and Washington into Sullivan. An in-house billing function built during the grant will sustain these services after federal funding ends.
The gap between need and care in rural Indiana is wide. In 2023, 97 percent of rural Indiana residents who died of an overdose had prior evidence of a substance use disorder, yet only 5 percent had any documented treatment before their death, according to the Indiana Department of Health.
“Recovery gets easier when treatment is down the street instead of a county away,” said Mollie Ewing, CEO. “This award lets us open a clinic in Sullivan County, put community health workers alongside our clinicians, and build the partnerships that keep people connected to care long after their first appointment.”
All three Grasshopper Group clinics will offer medication for opioid use disorder, including buprenorphine and injectable naltrexone. That includes a direct intake pathway for people leaving incarceration who enter recovery housing through LAM Recovery Residences. Two new community health workers will meet patients at intake and connect them with food access, healthcare navigation, and other support services. Two new prevention specialists will staff the Vincennes Teen Center at Old Towne Players and bring Overdose Lifeline programming and naloxone training to public libraries in all three counties.
“Prevention works when young people have somewhere to be after school and adults they trust when they get there,” said McKenzie Young, Project Director. “The Teen Center and our libraries give us both, and this funding means we can be there every day.”
CFS, Corp. will carry out the work with a seven-member partner network: LAM Recovery Residences, Rise Recovery, the Knox County Public Library, the Washington Carnegie Public Library, Good Samaritan Hospital, Helping His Hands, and Wabash Valley Recovery Center. Partners will meet quarterly and share data to track progress. Good Samaritan Hospital will work with CFS, Corp. on a warm handoff referral model from its emergency department to treatment, and LAM Recovery Residences and Rise Recovery will help credential new peer recovery specialists.
In its first year, CFS, Corp. expects to serve 100 patients at the Sullivan County clinic, begin medication treatment for at least 20 people leaving incarceration, and reach 750 people through prevention programming, growing to 1,200 prevention contacts a year by 2030. CFS, Corp. will hire two prevention specialists and two community health workers this fall.
