Every year, millions of young people look forward to the start of summer. But for many parents, summer is a struggle. While parents know what they want for their children—a safe place to learn, grow, explore, and build friendships—securing summer programs is a challenge.

"The Summer Struggle for Everyday Families: Affording the Opportunities Parents Want for Youth," based on data from the America After 3PM survey and made possible with the support of The Wallace Foundation, paints a clear picture: while parents of 24.6 million kids want a robust summer for their kids, roughly half—12.6 million children—are missing out on the programs that provide just that.

Other key findings from the report:

1. Affordability remains the top barrier, particularly for low- and middle-income families

By double-digit percentage points, low- and middle-income families are more likely than high-income families to cite cost as a reason their child isn’t enrolled (42% and 36% vs. 25%).

2. Parents want a summer of opportunity for their children.

Parents' priorities for summer are slightly different from those during the school year. While safety, staff, and youth developmental supports are at the top of the list for both the summer and the school year, factors such as time outdoors, fun and learning with less screen time, physical activity, and opportunities to build confidence are more important for parents during the summer.

3. For families who can access summer programs, the experience is a positive one.

96% of parents are satisfied with their child’s structured summer experience overall, including 63% who are extremely satisfied. Additionally, half of parents with a child in a summer program are extremely confident that their child will be well prepared for the upcoming school year.

4. Parents—both those with and without children in summer programs—support public funding for programs.

Nearly 9 in 10 parents (89%) are in favor of public funding for summer learning opportunities, including a majority (55%) who are strongly in favor. Support has steadily trended upward since 2009, with an overwhelming majority of parents who are Democrat (94%), Independent (89%), and Republican (87%) in favor.
