Say hello to Rachel Sizemore, DDS, MHSA, Treasurer of both the Association of State and Territorial Dental Directors - ASTDD and ASTDD Foundation, Inc. Boards (2026–2027).

Dr. Sizemore is the State Dental Director for the Arkansas Department of Health's Office of Oral Health. In her state leadership role, she oversees statewide oral health surveillance, prevention initiatives, and community partnerships focused on reducing disparities and improving access to evidence-based care.

She brings frontline clinical experience, program management expertise, and a strong commitment to data-driven decision-making to her national service, helping guide ASTDD’s strategic priorities, fiscal stewardship, and systems-focused efforts to advance oral health.

We're delighted to introduce Nashon Hornsby, JD, LLM, who serves as a Director on the ASTDD Foundation Board (2026–2028).

Nashon currently serves as Deputy Commissioner of the Population Health Branch at the New Jersey Department of Health, drawing on more than 20 years of state service in health policy, family health, health promotion, and oral health, including leadership of Oral Health Services and community health initiatives that expand access to prevention and care for children, families, and underserved communities.

A long-standing partner to ASTDD and state oral health leaders, Nashon is honored to support the launch of the ASTDD Foundation, bringing his commitment to health equity, cross-sector collaboration, and system-level solutions that strengthen oral health for all New Jerseyans and communities nationwide.

We are excited to introduce Shelley Guinn, RDH, MPH, Secretary of both the Association of State and Territorial Dental Directors - ASTDD and ASTDD Foundation Boards.

Shelley is the State Oral Health Program Coordinator at the Washington State Department of Health. In her state role, she provides technical assistance, promotes school-based prevention strategies such as dental sealants and fluoride varnish, and partners with organizations, coalitions, clinics, and schools to expand access to oral health services across Washington.

With more than two decades of experience spanning clinical dental hygiene, Head Start program coordination, nonprofit leadership, and state public health, Shelley brings deep expertise in program development, budgeting, grant management, and community partnership building.

Meet Zachary Brian, DMD, MHA, Director on the ASTDD Foundation, Inc. Board (2026–2027).

Dr. Brian is an oral health policy and systems leader and associate professor at the University of North Carolina at Chapel Hill Adams School of Dentistry, where he directs the Dentistry in Service to Community (DISC) program and founded the UNC Program for Oral Health Policy. His work reflects a deep commitment to advancing health equity for underrepresented and marginalized communities through public health, education, and policy.

He has been an active partner to ASTDD and state oral health programs through his work on best practices, policy dissemination, and state-based initiatives. He is honored to serve on the Foundation Board, bringing experience in funder relations, strategic planning, and multi-sector collaboration to help strengthen community-based prevention, data and surveillance, and systems that ensure every child and family can benefit from evidence-based oral health care.

Say hello to Adam Barefoot, DMD, MPH, Director on the ASTDD Foundation, Inc. Board (2026–2028).

Dr. Barefoot is a population-based oral health leader and Chief Dental Officer at Mission Mobile Medical, where he works to improve access to care and oral health outcomes. His prior service as Georgia's State Oral Health Director and Chief Dental Officer at HRSA reflects his deep commitment to strengthening state oral health programs, expanding access to prevention, and advancing data-driven solutions to improve oral health equity nationwide.

He has been engaged with ASTDD for many years, both directly and through his role as state dental director, and is a strong champion for state oral health programs and their national, state, and local partners. He is honored to help launch the ASTDD Foundation and is committed to building a robust landscape for community-based prevention, data and surveillance, and systems that ensure every child and family can benefit from evidence-based oral health care.

Meet Gary Pickard, Board Chair of the ASTDD Foundation, Inc. (2026–2029).

Gary brings more than two decades of experience across dental operations, marketing, payer relations, and government affairs. Throughout his career, he has partnered with policymakers and organizations nationwide to expand access to care, integrate medical and dental services, and improve patient outcomes.

As we build the Foundation from the ground up, his leadership helps chart the course for what's next in oral health.

NOHC 2026 is underway in Oklahoma City!

ASTDD Executive Director and ASTDD Foundation President & CEO Matt Zaborowski took the stage yesterday to welcome attendees to the National Oral Health Conference. It is an honor to be among so many committed public health leaders working to strengthen oral health systems across the country.
