Fourth Plain Forward (FPF) is a community development corporation operating at the intersection of economic mobility, community capital, and neighborhood-based investment. The organization was created to address long-standing disparities in access to opportunity for BIPOC, immigrant, and underrepresented communities in Vancouver’s Fourth Plain Corridor and across Clark County. As the county continues to grow rapidly and affordability pressures intensify, FPF provides the locally grounded infrastructure needed to expand access to financial stability, business growth, and community-rooted assets. Who We Are
Fourth Plain Forward (FPF) is a community development corporation rooted in Vancouver’s Fourth Plain Corridor and serving communities across Clark County. The corridor is the county’s most culturally diverse district and a long-standing point of settlement for immigrant, refugee, and BIPOC families. It faces sustained affordability pressures, uneven access to capital, and historic underinvestment. Vancouver’s population has grown by 39% since 2000 and Clark County by 53%, intensifying the cost of living and widening disparities across race, income, and opportunity. FPF was created to respond directly to these structural conditions by expanding access to financial, business, and neighborhood-based resources for underrepresented residents and entrepreneurs who have historically been excluded from traditional systems.

After 25 years in media and production, I found myself at a crossroads. My passion for being behind the camera started to fade, so, I needed a change, I packed up my life and moved to Australia.
Australia is an incredible place, but you still always miss the small the comforts of home. And for me, that meant a real glass of freshly brewed iced tea.

I looked everywhere, but all I found were mass-produced, overly sweet, artificial drinks pretending to be iced tea…but not even coming close. So like any American abroad, I complained about it. Until my girlfriend told me to buck up and make my own.

What began as a simple craving quickly turned into an obsession. I spent months experimenting with different teas, fruits, and florals, trying to create something that felt clean, refreshing, and honest. Somewhere along the way, Stripped Teas was born.

After returning to the Pacific Northwest with a suitcase full of iced tea recipes I couldn’t wait to share, I relocated to Vancouver, Washington, and decided it was time to turn Stripped Teas from an idea into a real business. As I started looking for resources and guidance to help get things off the ground, I found Fourth Plain Forward.
However, I had no idea where to even begin. Starting a tea company was a completely different world for me. I knew how to get film permits and organize productions, but health permits, commercial kitchens, and food regulations were all brand-new territory. There were so many things I never would have thought about.

I thankfully googled for who could help and Fourth Plain Forward came up. The team there has been incredible, I was able to better understand the permitting process, connect with resources, and gain the confidence to move forward. What once felt overwhelming became a series of manageable steps. Their support has played a huge role in helping turn this idea I had into a real business.

Every business journey is different, but having access to the right resources can open new doors for growth.

We’re excited to share this free Certification 101 Information Session on June 24. Whether you’re interested in government contracting opportunities, learning about certification benefits, or connecting with business support resources, this workshop is a great place to start.

We encourage small business owners throughout Southwest Washington and the Portland-Vancouver region to take advantage of this opportunity and learn more about the resources available to support their success.

Strong businesses are built on more than great ideas, they also require a solid understanding of finances, recordkeeping, and tax responsibilities.

Last night, we hosted our Small Business Accounting & Taxes workshop, where more than 35 entrepreneurs and small business owners came together to learn practical strategies for organizing business records, understanding financial reporting, and navigating key tax considerations that support long-term business success.

A special thank you to David Blass, SCORE Business Mentor, for sharing his knowledge and real-world experience with our participants. We are also grateful for SCORE's ongoing partnership and collaboration.

This workshop was especially meaningful as we recognized Arthur Wm. Ruttledge for his many years of dedicated service to entrepreneurs through SCORE. His commitment to supporting small business owners has made a lasting impact throughout our community, and we are grateful for all he has contributed over the years.

Thank you as well to the for hosting us at Cascade Park Community Library and helping create welcoming spaces where entrepreneurs can learn, connect, and grow.

Today we had the opportunity to attend the Community Foundation for Southwest Washington’s 2026 Annual Luncheon, Groundwork: Building a Foundation for Tomorrow.

We left inspired by the stories, leadership, and shared commitment to strengthening our communities. It was meaningful to be in a room filled with people who care deeply about creating opportunities, supporting nonprofits, and building a stronger future for Southwest Washington.

Thank you to the Community Foundation for Southwest Washington for hosting such a thoughtful gathering and for the work you do to support organizations making a difference across our region. This past Saturday, Fourth Plain Forward joined the 2026 Multicultural Resource Fair hosted by Latino Community Resource Group.

We were grateful for the opportunity to connect with community members, small business owners, and partner organizations while sharing resources and learning from others serving our community. Events like this help build relationships, increase awareness of available services, and strengthen the network of support available throughout our community.

It was a great afternoon connecting with entrepreneurs, small business owners, and community partners at the 2026 Small Business Resource Fair hosted by the City of Vancouver and Fort Vancouver Regional Libraries.
