In December 2025, detectives with the Washington County Sheriff’s Office Violent Crimes Unit began an investigation when Vancouver Police Department detectives notified them of a sexual assault. The victim reported to the medical staff at a Vancouver hospital that the sexual assault took place in Washington County.

Detectives learned the male suspect messaged the victim through the social media app, Snapchat, and began inappropriate contact. The man convinced the victim to meet in-person, and so he drove to Vancouver, Washington, to pick them up. The suspect drove the victim to Cornelius, Oregon, on December 24, 2025, and sexually assaulted them. The child victim also reported that the man gave them alcohol, ma*****na, and other intoxicants during the interaction.

On January 26, 2026, detectives located and arrested 21-year-old Alexis Jovanny Leyva-Lopez of Cornelius and lodged him in the Washington County Jail. On Friday, January 30th, a Washington County Grand Jury indicted Leyva-Lopez on the following charges:

R**e in the first degree - three counts
R**e in the second degree – three counts
So**my in the first degree – three counts
So**my in the second degree – three counts
Sexual abuse in the first degree – six counts
Strangulation

Vancouver Fire Department Mourns the Off-Duty Passing of Firefighter Paramedic Jeremiah Frenz

Vancouver, WA — January 14, 2026 — The Vancouver Fire Department is deeply saddened to announce the off-duty passing of Firefighter Paramedic Jeremiah Frenz, who tragically passed away on January 13, 2026.

Firefighter Frenz was assigned to Fire Station 5, B Shift, where he proudly served the Vancouver community on Truck 5. He began his career with the Vancouver Fire Department on March 16, 2020, following prior service in Oregon as both a firefighter and a paramedic.

Jeremiah was a dedicated public servant and a revered member of the Vancouver Fire Department family. His professionalism, commitment to service, and camaraderie made a lasting impact on those who had the privilege of working alongside him. His loss is deeply felt across the department and the community he served.

“This is an extremely difficult time for our department,” said Vancouver Fire Chief John Drake. “Jeremiah was a revered member of our VFD team who left us far too soon.”

The Vancouver Fire Department extends its heartfelt thoughts and prayers to Jeremiah’s family, friends, and loved ones. Department members are encouraged to support one another during this period of mourning and to seek support as needed.

Details regarding memorial services or additional arrangements will be shared when available. The department respectfully asks that the family’s privacy be honored during this difficult time.

The FBI is seeking the public’s help in identifying additional victims of Aaron William Pizer, 41, who recently pleaded guilty to two counts of Sexual Abuse of a Minor and one count of Abusive Sexual Contact on the Confederated Tribes of the Umatilla Indian Reservation (CTUIR).

Pizer was arrested and taken into custody on May 30, 2024, by local authorities. According to court documents, on or between July 10, 2016, and July 9, 2017, and on or between August 22, 2019, and August 21, 2020, Pizer sexually abused two minors under the age of sixteen on the CTUIR. On April 19, 2024, Pizer engaged in sexual contact on the reservation with a minor under the age of sixteen.

We believe that Pizer may be responsible for assaulting or contacting additional victims both on and off the reservation.

The Clark County Sheriff’s Office (CCSO) is investigating two incidents reported by women walking or running on the Salmon Creek Trail near Klineline Park.

Incident 1 – September 3, 2025
On September 3, 2025, at approximately 3:42 p.m., a woman called 911 to report that she had been assaulted while walking her dog on the Salmon Creek Trail eastbound toward Klineline Park (800 NE 117th Street, Vancouver, WA).

The victim stated an unidentified man ran up behind her and forcefully grabbed her buttocks before continuing east on the trail. The suspect looked back but did not speak.

The victim described the suspect as:
White male, in his 20s
Approximately 5’9” to 5’10” tall
Muscular/athletic build, slight tan
Brown, bushy or shaggy hair
Shirtless, wearing knee-length black shorts
Wearing black athletic gloves with grip fingertips
This case is being investigated as Assault IV – sexual motivation.

Incident 2 – September 8, 2025
On September 8, 2025, another woman reported suspicious behavior while running in the park on one of the trails. She described seeing a white male, very tan, approximately 5’9” to 5’10”, muscular, and wearing a tan long-sleeve shirt. He had a mask or face covering pulled up over his nose. She could not determine if he had facial hair.

The woman reported that the man appeared to be recording her with his phone, holding it away from his body with both arms extended. She observed him again sitting on a park bench, continuing to film her as she ran. She reported feeling unsafe and moved to an area of the park where more people were present.

She later reported this to the Sheriff's Office after seeing a social media post about a similar incident.

Both incidents are under investigation.

Vancouver Police are actively seeking any assistance in helping to locate a missing / endangered elderly male. The male, Robert Mc Swain, is an 81-year-old male, last seen wearing a black ball cap, black sweatshirt, blue jeans and black/white shoes. Robert has a short white beard and mustache. Robert is believed to be endangered due to perceived cognitive issues. Robert may be riding around on a reddish mountain style bicycle. Robert was last seen in the area of both SE 157th Ave / SE Mill Plain and possibly SE 162nd Ave / SE Mill Plain Blvd between 1145 and 1400 hours.

Sinaloa Cartel-Connected Drug Distribution Ring That Used Semi-Trucks to Transport Huge Loads Disrupted with Multiple Arrests

Seattle – Over the last three weeks, federal, state and local law enforcement have been working to dismantle a Sinaloa Cartel-connected drug trafficking ring distributing fentanyl, m**hamphetamine, co***ne, and he**in throughout western Washington. The drug traffickers transported narcotics from Mexico, via California, sometimes using a semi-truck to bring the drugs up the coast. Drug deals occurred as far north as Whidbey Island and Arlington and as far south as Tacoma and the Lacey area.

“This Sinaloa Cartel-affiliated drug trafficking group brought misery and death to our community,” said David F. Reames, Special Agent in Charge, DEA Seattle Field Division. “The work of DEA and our partners seized hundreds of pounds of m**hamphetamine and fentanyl from this group that could have yielded a staggering 6.9 million lethal doses. This fentanyl could have killed everyone living in the Seattle-Tacoma metro area. The entire Puget Sound region is safer without the Camargo Banuelos brothers poisoning our communities.”

“This indictment names not only the redistributors in the Western District of Washington, but also the brothers in Mexico who profited by spreading their poisons and addiction in the Pacific Northwest,” said Acting U.S. Attorney Miller. “We will work with DOJ’s Office of International Affairs to hold all the conspirators accountable here in the U.S. and abroad.”

According to records filed in the case, the drug ring is led by Rosario Abel “Joaquin” Camargo Banuelos, 31, and his brother Francisco “Fernando” Camargo Banuelos 24. The men are based in the Sinaloa area of Mexico. Throughout 2023 and 2024, law enforcement used undercover agents to uncover the tentacles of the drug ring and seize large loads of narcotics. Over those years law enforcement was able to seize huge shipments of drugs including 95 kilos of m**h and more than 41 kilos of fentanyl powder in October 2023. The investigation determined that large loads of drugs were being transported by a coconspirator who is a truck driver. That defendant, Isabel Villarreal Zapien, 44, a Mexican citizen, was arrested on state charges in January 2024 and is now charged federally in the 37-count indictment.

“This investigation exemplifies the success achievable through effective interagency collaboration and coordination,” said HSI Seattle Acting Special Agent in Charge Colin Jackson. “HSI remains firmly committed to combating the dangerous networks responsible for importing deadly narcotics into the United States. These indictments highlight our dedication to holding these individuals accountable.”
The other members of the drug trafficking ring named in the indictment include:
Jose Mejia Ortiz, 30, a citizen of Mexico, a courier and distributor
Juan Carlos Garcia Olais, 28, a citizen of Mexico, a courier and distributor
Jorge Boneo Nieblas, 21, distributor and stash house attendant
Ivan Garcia Camacho, 30, distributor
Eder Ramirez Pino, 33, distributor previously removed from the U.S.
Rosendo Vazquez Medrano, 37, a redistributor who is a Mexican national previously removed from the U.S.
Kevin Alexander Misacango Solano, 23, courier and distributor
Karim Davis, 48, of Everett, Washington, a redistributor
Tyler Johnson, 38, of Shoreline, Washington a redistributor
Israel Davis, 43, of Shoreline, Washington, a redistributor
Alex Phan,19, of Everett, Washington, a redistributor
Five of the defendants are charged with fi****ms violations including carrying a firearm in furtherance of a drug trafficking crime or illegally possessing a firearm because of their prior criminal history or immigration status.
Four additional defendants were arrested at the takedown in early August in connection with the serving of multiple search warrants. This brings the total number of defendants in this case to 19. These defendants are charged by criminal complaint with being part of the drug trafficking conspiracy:
Derel Gabelein, 37, of Greenbank, Whidbey Island, Washington is charged with conspiracy and possession of controlled substances with intent to distribute. At Gabelein’s residence law enforcement seized bags of m**hamphetamine, fentanyl and other controlled substances.
Aaron Knapp, 52, of Everett, Washington, charged with conspiracy and possession of controlled substances with intent to distribute. He was found to have more than two kilograms of fentanyl pills when law enforcement searched his residence on August 4, 2025.
John Hardman, 57, of Everett, Washington was charged with conspiracy and possession of controlled substances with intent to distribute. His residence contained a brick of suspected fentanyl powder stamped with a sw****ka as well as $50,000 in cash.
Jose Felix German, 34, a Mexican citizen, was charged with being an alien in possession of a firearm. German allegedly acted as a money courier for the conspiracy. He was arrested at a target residence on August 4, 2025, and had a 9 mm pistol. In 2013 German was deported from the U.S. to Mexico. He did not have legal status in the U.S.
During the coordinated arrests and searches on August 4, 2025, law enforcement seized seven pistols and three rifles, as well as nine kilograms of m**hamphetamine, more than 5 kilograms of fentanyl, nearly 4 kilograms of co***ne, and more than a kilogram of he**in. Law enforcement seized more than $342,000 in suspected drug trafficking proceeds.

This investigation has produced significant seizures even before the coordinated arrests in early August. Past seizures included approximately 465 pounds of m**hamphetamine, approximately 269 pounds of fentanyl, approximately 23 pounds of co***ne, and approximately 6.4 pounds of he**in. In addition, investigators seized over $309,522 USD in assets and seized an approximate 11 fi****ms.

Thirteen defendants are in custody, six are being sought by law enforcement.

The charges in the indictment carry significant prison time. Due to the amounts of drugs involved some defendants face a mandatory minimum ten years in prison.

The charges contained in the indictment are only allegations. A person is presumed innocent unless and until he or she is proven guilty beyond a reasonable doubt in a court of law.

The case was investigated by the Drug Enforcement Administration (DEA) and the Seattle Police Department with assistance from Homeland Security Investigations (HSI).

The case is being prosecuted by Assistant United States Attorneys Max Shiner and Crystal Correa.

This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Justice Department to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETF) and Project Safe Neighborhoods (PSN).

Nikki Coker was located safe. Israel Gonzalez was taken into custody on outstanding warrants.

The Vancouver Police Department Domestic Violence Unit is continuing the investigation.

CONFLAGRATION ACT INVOKED FOR FLAT FIRE IN JEFFERSON COUNTY

SALEM, Ore. – The Oregon State Fire Marshal is mobilizing three structural task forces and its Red Incident Management Team to the Flat Fire in Jefferson County. The fire is burning west of Culver. It sparked Thursday and quickly spread, prompting levels 1,2, and 3 evacuation notices by the Jefferson County Sheriff’s Office.

Since the fire was first reported, local and regional firefighters worked through the night. Gusty winds, low humidity, and warm temperatures pushed the fire. Hot and dry conditions are expected over the weekend.

“Triple-digit temperatures and red flag conditions are expected across the state for the next few days and is extremely concerning,” State Fire Marshal Mariana Ruiz-Temple said. “We’re calling on all Oregonians and visitors to aware of the changing conditions and do what you can to prevent sparking a wildfire.”

On Thursday night, a Central Oregon Fire Management Services type 3 team took command of the fire. On Friday morning, the Emergency Conflagration Act was invoked, allowing the state fire marshal to mobilize resources. The structural task forces were mobilized from Lane, Marion, and Washington counties.
