As the manager of our certification program, she wears many hats, including planning our PO Pinning Ceremonies and leading the migration of our certification program to a new platform. Bill Bernier is our candidate for the At-Large Division Director position. Learn more about Bill below:

Bill Bernier is the Operator Certification and Compliance Manager for the Washington State Department of Health. The Team he leads, ensures regulatory compliance of all drinking water standards, provides technical assistance to utilities and operators, and implements all aspects of the Operator Certification Program. He has worked with water systems for 23 years; 12 years in various roles as a regulator and 11 years as a certified operator for small and medium sized water utilities. He has experience designing water facilities, writing planning documents, and construction oversight. Bill came to the drinking water industry from the US Navy where he served for 6 years in the nuclear power program aboard a fast-attack submarine. He lives in Olympia, WA where he enjoys hiking, travel, and time with friends.

Wondering what WPI has gotten up to this summer? We're here to bring you our WPI Summer Update!

We've been grateful to have an eventful and rewarding few months with two PO Pinning Ceremonies, overseeing the Top-Ops Competition at ACE26, and hosting an item review meeting for a new ONWS Certificate. We can't wait to see what the fall brings!

A reminder to get your votes in for WPI's Board of Directors! Our candidate for Vice Chair is Tammy Helms. Tammy Helms has served as the Technical Assistance Programs Manager for the State of Alaska Department of Environmental Conservation (DEC) since 2019. She oversees the Operator Certification Program, Capacity Development Program, and the Remote Maintenance Worker (Circuit Rider) Program. These programs are dedicated to providing training and technical assistance to water and wastewater utilities across Alaska, helping build the local capacity needed to operate and maintain these critical systems effectively. Tammy has been a certified water operator since 1994 and brings more than 30 years of hands-on operational and programmatic expertise to her work. Prior to joining DEC, she worked as a Local Government Specialist with the State of Alaska’s Division of Community and Regional Affairs, supporting rural communities statewide through the Rural Utilities Business Advisor Program. Tammy previously spent 14 years as the primary water treatment plant operator and City Clerk for the City of Larsen Bay. She has served on the Governor’s Water and Wastewater Advisory Board since 2014 and joined the WPI Board of Directors in 2024 as the Water Division Director.
