Congratulations to Jolene Graham who will be the City of Andover's next City Administrator!
After the executive session of Tuesday night’s City Council Meeting, the Governing Body approved a motion to enter into an Employment Agreement with current Assistant City Administrator Jolene Graham to become the City’s next City Administrator.
Mayor Ronnie Price stated, “This appointment is an effort to ensure continuity for the community, the city staff, and operations. Jolene is already up-to-speed on the outstanding work happening in our community and will carry that momentum forward.”
Graham’s breadth of leadership, strategic judgment, and operational expertise has already been demonstrated in Andover during the last three years while she served as the Andover Assistant City Administrator. She currently oversees four critical departments including Finance, Information Technology, Public Works and Utilities, and Community Development. Graham authored Andover’s first Residential Housing Incentive District (RHID) policy and led the Penner South RHID from concept through establishment; developed a comprehensive economic-development policy toolkit; and contributed directly to annual budget development, internal financial-control design, and fraud-risk oversight. She has also secured nearly $100,000 in competitive grant funding for the City.
Graham also led forward-looking work on technology and cybersecurity, including the City’s AI Usage Policy and implementation of CIS cybersecurity controls. Her ability to translate policy into action, lead across departments, pursue outside resources, and address emerging risks makes her a proven, capable leader for Andover’s next chapter.
Prior to her Andover tenure, Jolene Graham served as the Deputy City Administrator in Maize, Kansas.
Jennifer McCausland, the City Administrator for the last seven years, announced she had accepted a position with the City of Wichita and was resigning from her position at the August 24 City Council Workshop. Graham will assume the duties of City Administrator upon McCausland’s departure on Tuesday, October 13. A search to fill the upcoming vacancy for Assistant City Administrator will begin immediately.
