University City VOICES for Veterans began with a Proclamation by Mayor Shelley Welsch of University City at the 2014 Fair U-City, that included a 'Missing Man Ceremony'. VOICES (Veterans Outreach for Information, Communication, Entitlements, and Services) aspires to create a network of American veterans, active duty military personnel, and their families to provide/locate services.
