Mentally ill offenders face bias and discrimination at every turn - including exclusion from sentencing reforms we've been working on for years. Last night, Gov. Brown corrected that error by signing AB 103 and extending reforms to non-violent and non-dangerous offenders confined for life state mental hospitals allowing them a chance to prove they can be safely treated as free people in the community.
