The City of Tucson Housing and Community Development (HCD) Department is accepting grant applications from qualified commercial property and storefront owners to participate in the Thrive Storefront Renovation Project, a façade improvement grant program within the Thrive in the 05 area.

The program provides funding to support property owners in investing in storefront improvements that attract customers, enhance neighborhood streetscapes, and strengthen the visual quality and economic vitality of key commercial corridors. Through this initiative, HCD will award up to $500,000 in total direct construction funding for up to three (3) exterior improvement projects that contribute to a more functional and economically resilient business environment while advancing Thrive in the 05 and U.S. Department of Housing and Urban Development (HUD) goals.

An additional Historic Preservation funding opportunity of up to $10,000 is available for up to five eligible properties located within the Historic Miracle Mile District for historically appropriate exterior improvements.

HCD will host a virtual pre-proposal conference June 25, 2026, from 4:00-5:00PM MST via Zoom. This is an opportunity to ask questions, discuss ideas, and receive feedback on proposal concepts to ensure alignment with the priorities of this funding opportunity. The City of Tucson’s Department of Housing and Community Development (HCD) is seeking proposals from organizations to build and operate Community Serving Facilities in Thrive in the 05 in support of the impactful Choice Neighborhoods Implementation (CNI) grant.

As part of the CNI initiative, the City seeks proposals from qualified organizations, developers, nonprofits, health care providers, and operators of community-serving facilities to develop one or more of the following:

A Community Food Hub with the potential for kitchen incubator space, culinary training, food-related entrepreneurship opportunities, emergency food or meal distribution, food pantry services, and/or a market or cafe.
A Health Station to provide primary care navigation, behavioral health services, preventative care, health screenings, wellness programming, or other service models.
Neighborhood-serving retail and community services such as a grocery/market, coffee shop, and/or food retail.
The City is not seeking to operate these facilities directly, but rather to invest in the development or renovation of facilities and the purchase of equipment needed to support new, robust community services. Applicants responding to this Request for Proposals (RFP) will be responsible for operations and sustaining community services.

All RFPs are due July 15, 2026. Proposals will be selected by August. The City is accepting electronic submissions via email to Denisse Ortega-Loroña at [email protected]. Please submit all documents as PDF files.

City and state officials and residents of Tucson House celebrated the start of renovations at the historic Tucson House on March 10 - marking the beginning of an exciting new era for this iconic building and community in the Thrive in the 05 zone.

Located on Miracle Mile, Tucson House was originally built as luxury apartments in the 1960s and later became public housing. Following renovations, it will transition to voucher-based affordable housing for local residents.

Highlights of the renovation include:
• Revitalization of the long-closed 17th floor into a space for resident gatherings and events
• New amenities like a playground, pool, and barbecue area
• On-site support services for residents

Once completed in Summer 2028, Tucson House will be home to approximately 358 seniors (55+), along with current residents who have chosen to remain during construction. We look forward to seeing this transformation come to life!

Attend to learn more about the proposal, ask questions, and share your thoughts. Your voice matters and helps guide decisions that impact our community.

The City of Tucson’s Housing and Community Development (HCD) department invites community organizations to apply for funding to implement Action Activities in the 29th Street Thrive Zone. Established by Mayor and Council in 2022, the 29thStreet Thrive Zone aims to strengthen community connections, build local capacity, and support resident-led improvements in the area between Alvernon to Craycroft and 22nd Street to Golf Links. The Thrive approach takes a holistic view linking physical enhancements with greater access to education, services, jobs, and community-driven safety strategies.

These projects help build community trust and support the implementation of the Thrive Zone’s longer-term Transformation Plan, which launched publicly in January 2025. Selected awardees will conceive and implement the projects, with final approval by the Tucson Mayor & Council. A total of $1.3 million will be awarded for eight Action Activities

This Call for Projects is focused on Action Activities in three areas:

Localized Refugee Resources: Community input highlighted a strong need for expanded refugee support in the 29th Street Thrive Zone, which has one of the largest concentrations of refugees in Tucson.
Legal Assistance for Tenants: Engagement and community outreach revealed the need for additional support for renters in the 29th Street Thrive Zone, with a focus on increased access for legal support.
Garden-in-a-Box and Gardening Workshops: Through a range of extensive community engagement meetings, events, and workshops, 29th Street Thrive Zone community members identified a need for increased urban greening, planting, and gardening in the neighborhood.

All applicants are strongly encouraged to review this Call for Projects in full and to review the virtual pre-proposal conference recording at 29thStreet.tucsonaz.gov under the 29th Street Thrive heading.

Volunteer registration is open for the Tucson Pima Collaboration to End Homelessness (TPCH) 2026 Point-in-Time (PIT) Count- also known as Everyone Counts!-Pima County Street Count- taking place on Wednesday, January 28, 2026, during the early morning hours across Pima County. TPCH is seeking more than 500 community volunteers to support this annual communitywide effort.

The PIT Count provides a crucial snapshot of homelessness in Pima County on a single night and is required by the U.S. Department of Housing and Urban Development (HUD). In context with other data, the Point in Time Count data is used locally and federally to plan priorities and system design.

Volunteers do not need prior experience. Training will be provided, and all volunteers will be assigned to a team with an experienced Team Lead.
