The Tucson Pima Collaboration to End Homelessness (TPCH) is dedicated to ending homelessness in Pima County and Arizona. TPCH is a democratic, grass roots collaboration comprised of over 60 community agencies, government agencies, and faith-based organizations. The City of Tucson has RFPs available for agencies that want to provide services in the Thrive in the 05 area.

HCD is seeking proposals from organizations to build and operate Community Serving Facilities in Thrive in the 05 in support of the impactful Choice Neighborhoods Implementation grant.

As part of the CNI initiative, the City seeks proposals from qualified organizations, developers, nonprofits, health care providers, and operators of community-serving facilities to develop one or more of the following:

A Community Food Hub with the potential for kitchen incubator space, culinary training, food-related entrepreneurship opportunities, emergency food or meal distribution, food pantry services, and/or a market or cafe.
A Health Station to provide primary care navigation, behavioral health services, preventative care, health screenings, wellness programming, or other service models.
Neighborhood-serving retail and community services such as a grocery/market, coffee shop, and/or food retail.
The City is not seeking to operate these facilities directly, but rather to invest in the development or renovation of facilities and the purchase of equipment needed to support new, robust community services. Applicants responding to this Request for Proposals (RFP) will be responsible for operations and sustaining community services.

All RFPs are due July 15, 2026. Proposals will be selected by August. The City is accepting electronic submissions via email to Denisse Ortega-Loroña at [email protected]. Please submit all documents as PDF files.

Our next General Council meeting is coming up May 14th! After the meeting, we have 3 special sessions. We're excited to have our partners from Pima Council on Aging come and discuss older adult homelessness. This is an emerging crisis, and we know many of our housing service providers and aligned partners have dealt with the impacts. Join us at 2:45 for this session! Tucson Pima Collaboration the End Homelessness is very excited to announce Joelle Zuberi as our new Continuum of Care Coordinator. We will be sharing more exciting staffing announcements in the coming days and weeks, stay tuned!

Joelle recently joined the Continuum of Care Lead Team with the City of Tucson team as the Continuum of Care Coordinator. Before joining the City of Tucson, she worked extensively in refugee resettlement, strengthening local and state systems to improve the experience of newly arrived refugees and elevating client voice.
She holds a master’s degree in social work from ASU and is committed to advancing equitable systems change. Joelle recognizes homelessness as one of the core Grand Challenges of social work and is dedicated to supporting the TPCH’s efforts to end and prevent homelessness. She is especially passionate about joining the CoC team to center and empower youth with lived experience to lead meaningful community planning and decision-making to help strengthen homelessness prevention and responses.
In her free time, Joelle enjoys spending time with her dog, working on her gardening skills, and being outdoors.

There is an extreme heat warning for this week with temps 20-25 degrees higher than normal.

Salvation Army will be acting as a cooling center for the next four days. Primavera will also be opening cooling centers at both Casa Paloma and HIP drop-in center.

Please seek shade and water to stay safe during this temperature spike.

TPCH’s Continuum of Care Lead Team Manager, Kat Davis, and the City of Tucson’s Deputy Director for Housing and Community Development, Jason Thorpe, are attending the National Alliance to End Homelessness Leadership Summit in San Diego this week. The Summit is wonderful opportunity to connect with CoC leaders from around the country who are working to end homelessness.
