VOTE!
Your vote matters more than ever this November. Besides voting for president and congressional
representatives, there are 13 propositions on the ballot. Eleven of these were created by the Arizona
legislature. Only 2 are citizen initiatives.
The Barrio Neighborhood Coalition CANNOT support anything our state legislators have put on the ballot this
year. They intentionally mislabeled several of these propositions, such as calling the proposition that reduces
the wages of tipped workers, the “tipped workers protection act”. Their intent is to fool you. We cannot
reward this kind of behavior nor trust anything they ask us to support.
Propositions 139 and 140 are the only two propositions that were placed on the ballot after citizens gathered
signatures. We recognize there are strong opinions on both sides of these propositions, so we have chosen to
provide information rather than make a recommendation on these two propositions.

ATTENTION This week, the Mayor and Council passed an ordinance, authorizing them to bring a sales tax increase to the voters this August.

How much higher will our sales tax go? WE DON’T KNOW.

What will the city spend this money on? WE DON’T KNOW.

Why the need for secrecy? WE DON’T KNOW

The vote will be scheduled for August 6th, when many of you are busy getting your children back to school.  To vote, you will have to go to the polls OR request an early mail ballot.

The Annual meeting is the time for election of the Board, amending/updating the Bylaws, reports and other such business as may come before the Board.
Voting is open to all individuals who have completed a membership form. The last day to register to become a member for purposes of voting is January 6th, 2024.

📢ATTENTION Mail-in ballots were sent out this week. To ensure your completed ballots are counted, mail them back no later than October 31st.
While the Barrio Neighborhood Coalition is not taking an official position on any Mayor/Council candidates or on any of the ballot propositions, we did want to provide you with the following information to help you make an informed decision. If Prop 413 is approved, the Mayor's pay would more than double, going from $42,000 to around $96,000, with the possibility of going as high as $120,000. Council member's pay would increase from
$24,000 to $76,000. This proposition would eliminate the right of voters to regularly vote on salary increases for the Mayor and Council.

ATTENTION TIME SENSITIVE- PROP 412

Under the terms of Tucson’s current franchise granted to Tucson Electric Power for use of public rights-of-way,
the City collects 2.25% of the gross sales of electricity consumed within the city. The franchise fees are passed on to the customers by Tucson Electric Power.

On May 16, 2023, voters will be asked to renew Tucson Electric Power’s Franchise agreement for another 25 years. In addition to the 2.25% fee that is currently collected, an additional .75% fee will be charged for undergrounding electrical lines and for “resiliency” measures, bringing the total fee to 3%. The following are issues/concerns with this proposed Franchise agreement.
- Even as TEP is looking to renew this agreement, including an additional fee, they are also going before the Arizona Corporation Commission to seek a nearly 12% rate increase for your electric bill.
- A number of neighborhoods have private utility easements that are owned by the individual property
owners. This agreement is akin to having the city “rent” your property to TEP and charging you for that rent.
- While there are provisions for repairs of damage to the public right-of-way, there does not appear to be a
corresponding provision for repairs for damage to a private utility easement.
- While the 2.25% fee is collected by TEP and then paid to the city, the new .75% fee will be collected, retained, and controlled by TEP.
- For the first ten years that the .75% fee is collected, the monies will be directed toward undergrounding transmission lines.
- If the Franchise agreement is terminated, TEP is allowed to continue to collect the .75% fee until all debt
related to things, like an ongoing undergrounding project, has been paid.
- A new committee will be established to oversee this new fee, but no details are provided as to what rules
and procedures they will follow, including whether their meetings will be held in public.
-The make-up of the committee has the potential for TEP to control the majority vote, thereby allowing them to control decisions made about funding undergrounding and resiliency projects.
-The terms that permitted this franchise to be renegotiated have changed; from 5-10years
-The renegotiation terms cover a large percentage of this franchise agreement, yet anything the city and
TEP do renegotiate does not go back to the voters for approval.

Ballots will be arriving in the mail by mid-April.
