Mitigation? Environmental Review? These topics might sound wonky, but they’re actually super important. The Tahoe Regional Planning Agency, through its Cultivating Community process, is currently developing policies to increase housing affordable to Tahoe’s workforce. Housing is critical, but development also causes impacts. An environmental review is key to helping us understand what those impacts are and how we can reduce impacts (or mitigate them) as much as possible.

As part of Cultivating Community, MAP is advocating for a robust environmental review that fully analyzes impacts on things like water quality, scenic resources, air quality, evacuation, public safety, and more. Only with a full understanding of the impacts can we determine which policies should move forward. We are also advocating for mitigation measures to reduce impacts as much as possible, and mitigation must be monitored and enforced. We’re Hiring - A MAP Summer 2026 GIS & Outreach Intern!

Join our team! MAP is currently accepting applications for a GIS and Outreach Intern to support our advocacy and outreach programs this summer. The intern will be responsible for creating conservation victory story maps and participating in 7 summer outreach events. The Intern will receive a $2,000 educational stipend upon completion of the internship.

The public review draft of the Town’s 2027-2035 Housing Element is out and up for discussion. This plan details the policies and programs intended to meet current and future housing needs for the Truckee community. Among other things, the document identifies the Town’s current housing target, also known as the Regional Housing Needs Allocation (RHNA), which is assigned by the State, along with all of the parcels zoned to meet that target. The Housing Element’s public review period ends on June 18th, with multiple opportunities for input. Join the Town TOMORROW NIGHT at 6 pm at Town Hall for a community workshop. In a place with endless housing demand and limited development potential, more isn’t always better. Like many other mountain towns, Tahoe is facing a housing affordability crisis. Unlike other mountain towns, Tahoe is governed by a special bi-state compact, which established the Tahoe Regional Planning agency (TRPA) and calls for finding balance between the natural and human-made environment.

The TRPA is currently updating policies to address the housing crisis, while improving environmental protections. These new policies must prioritize workforce housing. Today, over half the housing units in the Tahoe Basin sit empty most of the year. If we incentivize all housing—an option currently on the table—Tahoe will end up with more of what it already has, luxury homes and vacation rentals. TRPA has the power to set policies that reverse this trend and ensure that the units we have are used by the people who need them, the local workforce. The continued Planning Commission hearing for the Railyard Hotel is set for Tuesday, May 19th, 5:00 pm, Truckee Town Hall.

This will be the second public hearing to review the Railyard Hotel, which proposes:
60 hotel rooms
17 for sale condos
5,216 square feet of food and beverage space
2,449 square feet of meeting and event space on the ground floor
2,113 square feet fitness center and wellness space on the ground floor
Rooftop pool, spa, and terrace, with rooftop event space
19 on-site covered parking spaces for the multifamily residential units;
Outdoor event and plaza spaces on the southwest corner of the property

Previous feedback from the Planning Commission, MAP, and the public focused on support for the land use as a hotel, but expressed overall concern about the project's mass and scale.

Public safety concerns were also put on the record, due to the shading effect the 55 ft structure will cast on Church Street, which has a high concentration of existing civic uses, including the school, church, homes, and commercial uses.

MAP has continued to engage the developer to advocate for reduced mass and scale, so that the project transitions more smoothly from Historic Downtown to the Railyard, and to use a variety of building materials to comply with the Master Plan.

Join us on Tuesday, May 19th, at 5 pm at Truckee Town Hall to advocate for a project that supports the preservation of Historic Downtown Truckee while fostering revitalization of the Railyard. MAP supports the use of a hotel; we just want to ensure the land use mitigates its impacts and aligns with the Railyard Master Plan.

We all can agree that the incredible beauty of Lake Tahoe is one of its most special and defining features. Any housing or redevelopment in the basin has to honor and complement this beauty. The TRPA is currently undergoing a process to develop a host of policies that incentivize more workforce housing in Tahoe. Some of the ideas on the table include reevaluating scenic standards and allowing more building height in more areas. There are places where taller buildings could work, but any increases in height must be thoughtful and considered on a case-by-case basis so that they don’t mar the epic landscape that is Lake Tahoe. May is Wildfire Awareness Month and the perfect time to remind ourselves about best practices of living with fire. These best practices not only include making an evacuation plan, taking steps to improve defensible space, and signing up for emergency notifications. They also include planning our developments and growth in a way that mitigates public safety and evacuation impacts.

The Tahoe Regional Planning Agency is in the middle of a process to develop a suite of policies to increase workforce housing in the Tahoe Basin. The environmental review for that process is currently underway and one of the key things we will be looking for in that document is a thorough analysis of how those policies could impact our ability to safely escape wildfires and mitigation measures to decrease risks as much as possible.
