A large majority of the unkept properties have elderly residents, that may, or not be in the home. They may be in a nursing facility. Quite a few deaths in the residences too. So the estates have to be cleared. The heirs live out of state, or on the other side of the state. We have one family up here every two weeks from Portland, Oregon. The annual dues collection is $92.60 per 429 properties = $39,725.40. We are usually short by about 55+ properties not paying on time, -$5,093 =$34,632.40. Annualizing our average monthly expenses, on the high end at $2,841 x 12 = $34,092. Which means we operate at barely a break even point. We send the 55 a $45 late fee, and in July we refer cases to our collection attorney, costing $1,200 (attorney and district court filing fees)+ to recover $92.60+45= $137.6+$1,200= $1,337.6 per deadbeat property owner. We send 10 or more to court each year, 10 x $1,337.6 = $13,376. We break CD's, money we should be budgeting to fix stuff. 374 property owners pay their dues well before January 31st each year. Here's the other issue, when we open the page for commenting, as we have for fireworks, it goes off topic for other concerns, which should be handled in person, at the meetings. People on/in a dispute have a right to due process, with privacy, as stated under the RCW HOA laws. As stated several times, come to the meeting, share your concern. We can't keep a bookkeeper, or an HOA drop box due to online harassment in emails, voicemails. We had people banging on the drop box residence at 10pm at night. Here's the finance sheet for May, presented for the June meeting. It was only downloaded 12 times for the last meeting. You'll note that for April and May we have an operating loss of $2,500+ on the average.
This a quick and skinny breakdown of our budgeting process. Please note that most of the negative comments are from newer residents, who donât attend meetings. We need a 1/10 of the membership present to conduct business outside of directives from the Board of Directors. Thatâs a minimum of 43 property owners.
