Who is Eligible? Any Adult and adolesce
nt who is experiencing a behavioral health crisis or is in a pre-crisis situation that seems to be deteriorating, and without intervention, could result in a crisis situation. Immediate community response within city limits / ETA 15min (striving for 5 min)

When to call The CAS:
Call 209.666.7178 (24/7) if the behavior is escalating, but the person has not physically harmed themselves or tried to harm anyone else. For example:
Threatening su***de
Threatening to harm themselves
Severely depressed
Verbal threats
Throwing objects, hitting furniture or walls
Threatening to run away
Could become a danger to themselves or others
Mentally unstable
What to expect:
A team member will answer the call. Be ready to answer questions, including the person’s name and location, and facts about the situation. Depending on the need, a crisis-trained clinician and community support worker may go to your location. The team will try to stabilize the situation and connect the person to appropriate services and resources. When to call 911 -

CAS Duties and Responsibilities:
FIELD RESPONSE:
Should respond to calls for service involving an individual experiencing a mental health crisis. CAS may also respond to calls for service where the knowledge and/or the experience of the team members would be beneficial to uniformed officers. The Tracy Police Department (TPD) can request a CAS response to a call for service either by use of dispatch or mobile cell phone number. CAS shall notify TPD Dispatch when they are on-scene (10-23) and when they clear a scene (10-24). CRIMINAL VIOLATION AND MENTAL HEALTH RESPONSE:
Calls for service in which there is a criminal violation in addition to a potential mental health crisis. When requested, CAS will work with the primary TPD officer towards a resolution of the mental health issue. The primary TPD officer shall maintain investigative responsibility for the criminal investigation. FOLLOW-UP RESPONSE:
The goal of CAS is to facilitate services and/or their family members are afforded the appropriate services, recognizing that participation in and acceptance of such services is voluntary. (a) CAS case managers will review all reports and patrol referrals for possible follow-up response. In determining the suitability and priority of a follow-up response, CAS should consider the following:
1. The client’s mental health history
2. The client's criminal history
3. If the client resides or frequents in the. The client’s stated willingness to accept services. (b) If additional services are not wanted or are deemed inappropriate at the time of the follow-up contact, CAS team members should provide material to the contacted person on how to access additional services or resources later. CAS Team Member Duties:
• Follow-up on mental health care referrals made by City personnel
• Respond to crisis calls throughout the community
• Respond to radio, dispatch, telephonic, social media, or other calls for assistance
• Collaborate with other City departments, non-profit organizations, and other mental health service providers to provide a link between mental health care consumers and mental health care providers - TCCC Navigation Center.
• Attend appropriate on-going training related to mental health issues, crisis resolution, de-escalation, or other topics deemed appropriate by the Community Action Group
• Be a resource to all City personnel regarding calls for service involving subjects with mental health issues
• Provide appropriate training to City personnel, in conjunction with the CAG, related to mental health issues, crisis resolution, and de-escalation. CAG TRAINING:
Members will participate in ongoing specialized training in disciplines related to the mission, including but not limited to:
• Training related to mental health issues
