City of Torrington, Police Department
On March 10, 2026, the Torrington Police Department and the DEA worked with the State of Connecticut Department of Mental Health and Addiction Services (DHMAS), CT Department of Revenue Services, CT Department of Consumer Protection, Department of Revenue, and Department of Labor as part of the To***co Prevention and Enforcement Program (TPEP) conducted unannounced compliance inspections of establishments that sell to***co products and/or electronic ci******es.
The inspections were performed to determine compliance with state laws concerning the prohibition of the sale of E-Cigarettes and/or to***co products to youth under the age of 21. Retailers are required, by state law, to inspect the photo ID of anyone who appears under the age of 30 before selling a to***co product or electronic cigarette.
A total of 4 unannounced compliance inspections were conducted. Of this total, 2 establishments were found non-compliant with C.G.S 53-344 (Sale of to***co to a person under 21) or C.G.S. 53-344b (Sale of an E-Cigarette to a person under 21). The offending clerks, at these establishments, were issued a first-time infraction in the amount of $1000. To***co retailers are licensed by the Connecticut Department of Revenue Services (DRS). Non-compliant inspection results are referred to by the DRS for possible administrative action.
The following retailers were found to be non-compliant:
Smoke T**e, 1061 East Main Street, Torrington
V**e N To***co, 338 North Elm Street, Torrington CT.
The Torrington Awareness and Prevention Partnership (TAPP), a collaboration of over a dozen key stakeholders representing the interests of the Torrington Community and coordinated by the McCall Behavioral Health Network, works to promote community wellness and reduce the impact of youth substance within our city. Efforts to eliminate access to these drug delivery products are critical to the prevention of youth ni****ne addiction and reducing its lifelong effects. The partnership between TAPP and the Torrington Police Department is crucial to protecting and promoting the long-term health of our community.
