On October 6, the Torrance City Council voted unanimously to increase penalties on illegally residents selling food and snacks during the Holiday season’s Sleepy Hollow tradition.

Most consequentially, the new penalties include the possibility of residents getting their business license revoked after three or more violations.

This means that under the new regulations, residents who continue to sell food could face up to 6 months in jail under misdemeanor charges.

When Councilmember Asam Sheikh asked for clarification on how this renewed effort would be different, he was reassured by staff that the possibility of residents spending up to 6 months in jail would likely get their attention.

🐢 200 RARE SEA TURTLE EGGS RELOCATED TO LONG BEACH AQUARIUM

Biologists from the Aquarium of the Pacific relocated 204 olive ridley sea turtle eggs from nests in Seal Beach and Huntington Beach to protect them from hazardous surf and high tides associated with Hurricane Polo. The two nests are the first recorded natural sea turtle nests on the U.S. West Coast.

The eggs will be incubated at the aquarium for 45–60 days, with successful hatchlings expected to be released on their original beaches.

The Aquarium is working with NOAA, the U.S. Fish and Wildlife Service, and other local agencies to protect the eggs and monitor their development.

On September 15th, 2026, the city council’s motion that was passed unanimously reads as following:
Accept and file the coyote management plan for FY 25-26.
Do not renew the contract with the current city trapper.
Review the ability to enforce penalties for people that feed wildlife and/or create an ordinance.
Reserve the funds that are currently in the budget should we reinstate trapping or trap on a case-to-case basis.
Increase the education significantly, including the possibility of recruiting an expert.
Reevaluate plan in a year’s time.

The coyote trapping plan in the city of Torrance details an advanced reporting and tracking system, in which coyotes reported will be trapped and removed from the city. This has been in place as a five month plan in 2019, made an annual plan in 2020.
