Torrance Sister City Association - TSCA Since 1973, the cities of Torrance, CA and Kashiwa, Japan, have enjoyed a sister city partnership, fostering international friendship across cultures.

Together, Torrance and Kashiwa sponsor the following programs:
Student Cultural Exchange Program
Adult Leader Program
Host Family Program
English Teacher Program
Goodwill Anniversary Visits (every 5 years)

Each April, Torrance sponsors the Bunka-Sai, Japanese Cultural Festival, at the Torrance Cultural Arts Center. Kashiwa is located 18 miles northeast of Tokyo, in Chiba prefecture.

Support TSCA and our student exchange program by placing an ad or personal tribute in our 2026 Bunka-Sai Program!

Attended by 2,000+ members of our community, this cultural program is scheduled for April 18-19 at the Torrance Cultural Arts Center.

Hinamatsuri, or Girls’ Day, is a traditional Japanese festival celebrated annually on March 3 to pray for the health, happiness, and prosperity of young girls. Families display specialized, intricate hina-ningyo dolls on a red-carpeted platform. This Girls’ Day doll display will be presented at Bunka-sai on April 18 and 19.

Mark your calendars with the official dates for TSCA’s 2026 Bunka-Sai Japanese Cultural Festival!

On April 18th and 19th, come to the Ken Miller Recreation Center in Torrance, CA for this two-day Japanese Cultural Festival, open to the public with free admission and parking.

Throughout the weekend, there are a multitude of authentic performances, and plenty of food - so don’t forget your appetite! We hope to see you there!

Thank you to all who came to our alumni reunion potluck on January 10th! We were pleased to meet the terrific applicants for this year’s student cultural exchange program, pictured on the second slide. Slide 6 shows our 2026 officers (Left to right: Brad Reynolds, president; Alyssa Yamauchi, vice president; Aimee Arreygue, secretary; and Steve Warner, treasurer) who were installed by city clerk Rebecca Poirier at the reunion. We are especially grateful to Ed and Joan Shiosaki (final slide) who received TSCA’s Kansha Award (appreciation) to recognize and thank them for over 20 years of loyal support to TSCA’s Bunka-sai through their leadership of South Bay Judo. The group has performed at Bunka-sai with thrilling judo demonstrations and a shave ice booth. Thank you!

Families, please bring a main dish and side dish for 10 guests. Couples and singles bring a dessert or salad/side dish for 10. Bring a serving utensil labeled with your name. Drinks provided. Wear your happi coat if you have one!
