TORCH LAKE TOWNSHIP - My name is Marina Friend. Some of u know me as a business owner, an admin on some social media sites, marketing support for various companies or prehaps u knew me when I was the past Deputy Township Clerk for Torch Lake Township or as a former Deputy County Clerk/Court Recorder in Otsego County. Today via this post, I would like to ask for your vote to become the new Torch Lake Township Clerk.

The township clerk plays a critical rule in the operation and administration of township government. The township clerk carries out three major responsibilities involving recordkeeping, financial operations and elections. A clerk is a check and balance in local government and requires careful attention to details governed by state law. I believe I have the relevant experience and passion to do just that.

The clerk is also a member of the Township Board with a vote equal to all other members voting on questions of budget, personnel appointments, zoning, and all other matters that come before the township board. It is crucial that each board member be impartial of all others. Within Torch Lake Township specifically I believe that potentially having two members or 40% of this board sitting at one family dinner table is unacceptable. That is why your support for me would ensure my vote on the board would be an independent one.

A township clerk also assists the public on many different levels and is the information specialist for the township. It is painful to hear when the public has no clue about a public access being sold to the highest bidder or what is being pushed through or taken away from the public without much feedback. It is time for honesty, transparency, and candid conversation. If I am elected as your clerk, notifying folks of what is happening at all different levels of township government will be paramount. I am true to my word and do not sugarcoat things. As your clerk, you will know clearly what is happening. I will not say one thing and act another. What you see IS what you get.

TORCH LAKE DAY PARK - This community, public park sits along the northwest shore of Torch Lake. Although small, the park’s shoreline is 75 feet; equal to 3 acres. The park is a great place to stop and have a picnic lunch, wade in the water or just take a swim. It is a boat launch for many. It has 2 covered pavilions and picnic tables spread thru out the park. The park has public bathrooms and is a great spot dedicated FOR ALL who would like to appreciate Torch Lake’s beauty.

As of late, the Board for Torch Lake Township will be considering the prohibition of launching kayaks, canoes, SUPs etc at the Torch Lake Day Park boat launch.

The preliminary agenda addressing this topic will be posted between 2 PM and 5 PM on Thursday, February 15, 2024 on the Torch Lake Township’s website at

A second Letter to the Editor from Connie Taylor - Central Lake appeared in last week’s edition of the Elk Rapids News. The letter was referring to an anonymous ad appearing in the previous edition of the same publication. Since I posted the first, I thought it only fitting to post the second. My comments in the post will be included in [ ] after statements made.

Dear Letter to the Editor:

A healthy democracy is open dialogue and transparency

The Torch Lake Township Supervisor is fond of saying that his government is transparent. Really? Consider the following:
The Zoning Administrator was forced to resign after closed meetings in violation of the Open Meetings Act.

[Wrong. If you attended subsequent township board meetings you would understand that there were many complaints brought up in relation to the actions of that department. However, be that as it may, the Open Meetings Act does not apply to those hired as an employee. The Board however is governed by employer/employee law that prohibits them from publicly discussing an employee’s conduct.

Rather than questioning the current Supervisor’s lack of transparency might I suggest you do a little digging and look back in history where you will discover a long list of liable, overstepping from the PREVIOUS supervisor who, in my opinion, set the Zoning Administrator up to fail by not guiding her as he should have; thus setting this township up for lots of liability issues when it comes to zoning and the enforcement of said laws. ]

Fees for obtaining public records through the Freedom of Information Act have greatly increased. Why?

[WRONG. Fees associated for obtaining records through the Freedom of Information Act are not set in stone and never have been. They are based on: 1) how much time it takes an township employee to pull the requested information, 2) if the township attorney has to review the information and 3) if there is any fees incurred from secondary vendors to complete the request.

Maybe rather than implying the current Supervisor is doing something shady, you should take a look at why we now need at least three, maybe even four people to do the job of the Township Clerk. The previous Supervisor, now Township Trustee, has always defended the Clerk’s actions. Is this to insure he still has a vote that will mimic his? ]

There is minimal discussion of agenda items at board meetings. Have members discussed the issues beforehand and already decided how they will vote?

[WRONG. I have attended many meetings where open dialogue has taken place and where meetings have gone on for hours; some of these discussions have been meaningful and some drone on to the point of nonsense due to Trustee Martel’s unpreparedness or filibustering. ]

Names and emails of the Planning Commissioners and Zoning Board of Appeal members have been dropped from the township website. If you have any problem with the township you are asked to “Call the Supervisor” – everything goes thru him; website, “Constant Contact” emails, articles “From the Supervisor’s Desk” and now – “Torch Lake Community News.”

Zoning Administrator and Financial reports no longer contain details once conveyed. It is now impossible to tell from financial reports exactly how much taxpayer money is being spent and on what.

[SPECULATION. Emails not on the website or how the current Supervisor is choosing to communicate with the residents is by his choice since he currently holds office.

In my opinion, I believe upon being elected by voters, the Supervisor was handed a “mess” to clean-up from the previous Supervisor that choose to put people in key appointed positions that served his agenda alone and not necessarily the wishes of TLT residents. Remember, this is the same supervisor that failed to inform residents that the DNR was going to sell off a public access that the township could have acquired for EVERYONEs use, the same supervisor who wanted to gate off yet another public access or the same supervisor who used township resources for personal use. ]

[While you certainly have a choice to join whatever organization you wish to associate yourself with, I would suggest that since you are looking for transparency, you go back and view all the meetings that the township has recorded since the new board was elected; or w**d out fact from fiction when trying to hold people accountable. I would also suggest you poll people within the group you mentioned to see where they are getting their information. Is the information coming from a past, disgruntled employee that feels slighted because she lost in a zoning battle or from a shady delusional board trustee who should stop wasting taxpayer resources and money to push his own agenda. Aren’t township officials and their appointees, supposed to be unbiased since they have to make decisions that will not only affect their friends but will impact all that live in TLT?

Don’t get me wrong, after the last election of the current board I was uneasy about the people’s choice for supervisor - and I’m still on the fence - but I do have to give the current Supervisor credit. He has been successful in many ways as is Treasurer Schultz and Trustee Merchant.

BTW Connie from Central Lake people are still wondering who is behind the organization you are promoting. Healthy democracy and full transparency would dictate full disclosure.]

The Letter to the Editor appearing in the January 27th edition of the Elk Rapids News sums up the question many In Torch Lake Township have been asking.

I’ll let u be the judge for yourself but since this page was set up to be sort of the source for all that happens in Torch Lake Township, I just want residents of the township be aware of this group. Check your facts and make sure to get all the details. If this group is anything like those that circulated the petition they mention in their ad, they are using scare tactics, bullying and fear mongering to insure that TLT remains their little fiefdom. Again u be the judge…

(And BTW thank you Bob Spencer for asking this obvious question).

The letter reads as follows….

Dear Editor:

Information below was taken from an “ad” and website claimed by Torch Lake Township Citizens for Representative Government (TLTCRG)

“We are a non-profit group”…whose goal is to “ensure” Torch Lake Township officials follow…”the master plan”…”ordinances”…and “take the spoken will of the people…seriously”

“We are not watchdogs.”

“We have tasks…”promoting” …”ordiance-based,representative decisions.”

(We) “concerned citizens started a referendum petition drive…supporting a citizens right to vote on rezoning of a parcel of land on M-88.”

“We cannot let that rezoning decision stand.”

[TLTs Planning Commission approved this rezoning matter, subsequently recommending the board also approved it, which did occur.]

“We … offer you the other voice on the TLTCRG web site”

The group solicits your name, e-mail, phone and implicitly, your support ; however, neither the “ad” nor the website provides the reader with contact information for anyone in the group.

I must ask … who are “WE”?

Tuesday, Sept 14 -Torch Lake Township Planning Commission Meeting.

Discussed was the request to rezone the Torch Port Airpark and the 60 Day Moratorium placed on all commercial and commercial/residential requests being filed at the township level. Based on public comment at the very end of the meeting ( at 1:50.54 of the recording) do you think there was biase or a conflict of interest toward the airpark? Do u think the moratorium is the answer to protecting the area from unwanted growth? Do u think both the commission and the board are opening the township up to potential litigation? So what do u think about the 60 day moratorium that went into effect after a last minute (day time)) emergency meeting? Is it protecting where we call home or stifling business growth in the area. Facts are what is important. Talk to both sides and make an informed decision. Great way to do that is to attend the Planning Committee Tuesday, Sept 14 at 7 pm and/or attending the Township Board Meeting the following Tuesday, Sept. 21. It’s your community. Make your voice heard.
