The North Topeka On the Move Association-NOTOMA, was established in 1995 as 501 (c)(3) Non-for-profit civic organization, lead by a small group of dedicated North Topeka residents who sought to revitalize the Northland community of Topeka. The organization designated three main objectives that they would work toward improving: Business Development in North Topeka, increasing Community Pride & Image of North Topeka, & to increase the quality of Infrastructure & Housing in the Northland.
In 1998, a Metropolitan Community Capacity Building Grant from the Kansas Department of Commerce and Housing was received to help fund the creation of a Strategic Action Plan to revitalize North Topeka and the old business strip of North Kansas Ave, now known as NOTO.
Through the collaborative work lead by NOTOMA, the City of Topeka, Parks & Recreation, Shawnee County and the State of Kansas came together to create the first Neighborhood Revitalization Plan for North Topeka. Our primary goal was the immediate investment from the City of Topeka, as laid out in our Revitalization plan, to redo the street-facing by resurfacing and relighting north Kansas Avenue and Garfield Park. This would ultimately give the foundations for the NOTO Arts District to be created in future years!
