Here is some clarification on some of the items.

The new Wisconsin Department of Natural Resources ATV / UTV lawbook is out. The photo goes over some of the key changes. Based on some of the posts we have read online, we wanted to help clarify a few things.

Number 4, careless operation causing property damage may cost 3 times the repair cost is designed to help small townships go after riders choosing to destroy unpaved roads / parking lots.

Number 10, No towing people on trails / routes, this doesn't apply to towing machines that have people on / in them. Here is the actual code:

NR64.07(6) TOWING OF OBJECTS. While operating an all-terrain vehicle or utility terrain vehicle, no person may:

While operating on a trail or route open to the public, tow any trailer, toboggan, sled, skis, bicycle, skates or toy vehicle, bearing any person. This paragraph does not apply to the towing of a disabled all-terrain vehicle or utility terrain vehicle.

UTV maximum weight increased to 3,500
lbs.

UTV’s must have 2 working tail lights.

Intentionally causing damage with an ATV
or UTV can cost you more than a fine.

There is no longer a 1,000-foot bridge
restriction on a roadway.

Headlamps and tail lamps must all be
maintained in working condition. Example:
A UTV has 2 headlights. Both headlights
must be lit and working when the UTV is
being operated.

ATVs and UTVs may not be operated
(replaces modified) on public trails or
roads if their width exceeds statutory
limitations. 50 inches for ATVs and 65
inches for UTVs.

ATVs and UTVs may not be operated in
a manner which is unreasonably loud,
disruptive, or otherwise interferes with
peace, welfare, and safety, including
unnecessary spinning or squealing of tires,
revving of an engine, or blowing of a horn.

Operators and passengers are all required
to where a seatbelt in a UTV.

ATV or UTV operators may not tow object bearing any person on a trail or route.

No person may operate or be a passenger
in an ATV or UTV without wearing
glasses, goggles, or a protective face
shield. (Exception for ATVs or UTVs with
windshields.)

An ATV/UTV may not be operated its
maximum width exceeds the width
allowed for either an ATV (50 inches) or
an UTV (65 inches). This does not apply to
the operation of an ATV/UTV on private
property.

ATV/UTVs must be equipped with
at least one funcytioning brake, operated
either by hand or by foot.

No lighted backup lamp or white lamp
visible from directly behind may be
displayed on any ATV/UTV upon a highway,
ATV route, ATV trail, frozen water or public
area except when being driven backward.

ATV or UTV operators must maintain an
unobstructed view through the windshield
and windows.

Window tint requirements:
• Windshield: The windshield may be
tinted so long as the tinting is not
reflective, permits passage through the
windshield of at least 50 percent of the
visible light striking the windshield and
is only on the portion of the windshield
above a line five inches underneath and
parallel to the top of the windshield.
• Side Windows: The front side windows
and vent may be tinted so long as the
tinting is not reflective and permits
passage through the window of at least
50 percent of the visible light striking the
window.
• Rear Windows: The rear window and rear
side windows may be tinted so long as
the tinting is not reflective and permits
passage through the window of at least
35 percent of the visible light striking the window.

Woah boy! If you’re seeing this image floating around social media, it’s fake and misleading.

While some counties may choose to close trails due to fire danger, those decisions are made locally on a county-by-county basis. It’s important to check official local sources before sharing posts like this online.

If you’re planning a ride, always check with the appropriate local, county, state, or federal agency before heading out.

Some trails are still closed due to spring thaw conditions. Others are already open.

For example, Burnett County currently states on its official website:

“We are currently in our spring fire season. During this time, all trails are closed due to the risk of fire, and many trails are too wet to support ATV/UTV traffic, causing excessive damage. If conditions allow, our Summer ATV/UTV Trail System will open the Friday before Memorial Day (May 22).”

That information comes directly from the county’s official .gov website.

There may absolutely be additional closures around the state, but not every county shown in orange on this graphic is closed. The best way to verify trail status is by checking official county sources directly.

Now let’s talk fire safety for a minute.

Lt. Jake Holsclaw, Off-Highway Vehicle Administrator and Conservation Warden with the Wisconsin Department of Natural Resources, states:

“In most cases, trails are opened and closed based on seasonal recommendations by each county. Some counties may elect to close a trail based on fire conditions. In the event of an actual wildfire, emergency services may close a section of trail as well. Remember all ATVs and UTVs have to have USFS-approved spark arresters before operating on a trail or route.”
