28 Threatens What We Do; CCA Oregon is Prepared to Fight!
CCA Oregon has built a reputation for being measured, deliberate, and effective. We don’t rush into battles before the time is right, and we don’t sound the alarm unless it’s warranted.
When it comes to Initiative Petition 28 (IP 28), the time is right.
Animal rights activists continue gathering signatures for IP 28, also known as the PEACE Act, an extreme proposal that would criminalize many activities involving the harvest or management of animals, including fishing, hunting, farming, ranching, trapping, and scientific research. The effort is being driven largely by out-of-state activists who are using Oregon as a testing ground for a radical agenda.
To qualify for the November ballot, proponents must submit 117,173 valid signatures by July 2. Because a percentage of signatures are typically invalidated during verification, most observers believe they will need approximately 140,000 signatures to qualify. According to the campaign’s own website, more than 126,000 signatures have already been collected.
Will they reach the necessary number before the deadline? Time will tell. But with only weeks remaining, we believe it is prudent to prepare for the likelihood that IP 28 will appear on Oregon’s November ballot.
The good news is that CCA Oregon is already engaged.
We have joined a broad coalition that includes the Oregon Farm Bureau, Oregon Hunters Association, agricultural organizations, and other stakeholders across the state. Together, we are conducting polling, testing messages, building public awareness, and preparing a coordinated opposition campaign should IP 28 qualify for the ballot.
Why does this matter to anglers?
If enacted, sport and commercial fishing would be eliminated in Oregon. Even catch and release fishing would be illegal. Licensed hunting would be classified as animal abuse under state law. Legal trapping, including wildlife and predator management activities, would become illegal. Raising animals for food, dairy, eggs, and fiber could be considered animal abuse. Animal use in education, scientific research, and wildlife management programs would be prohibited.
The impacts on fisheries would be devastating.
Oregon’s hatchery system—which produces millions of salmon, steelhead, and trout annually—would be placed at serious risk. Without fishing opportunities, the economic and political support that sustains many hatchery programs would disappear. The way the initiative is written fishing would be a crime. Think about that.
The consequences extend well beyond anglers. Nearly one million Oregonians who hunt, fish, trap, farm, ranch, or work in related industries could be affected by this measure. According to the Oregon Department of Fish and Wildlife, hunting and fishing generate more than $1.9 billion annually in economic activity, supporting businesses, jobs, and communities from the Oregon Coast to eastern Oregon.
The proposal also creates uncertainty for Oregon’s Tribal nations. IP 28 contains no exemption for treaty-protected hunting and fishing rights, conflicting with long-established federal treaty obligations and court decisions.
While recent polling indicates this measure faces significant challenges with voters, victory is never guaranteed. Well-funded activists are counting on voters not understanding the full consequences of this proposal. Our job is to ensure they do.
For now, there are three important things you can do:
Make sure you are registered to vote.
This November, vote no against this measure.

If IP 28 qualifies for the ballot, it will receive an official ballot measure number and the formal “No” campaign will begin. When that happens, CCA Oregon will mobilize its members, partners, and supporters across the state.
We are not late. We are right on time. And if this measure reaches the ballot, we will be ready.
