HOPE-Halting the Overpopulation of Pets without Euthanasia Halting the Overpopulation of Pets without Euthanasia aka H.O.P.E is a free spay/neuter program sponsored by the City of Terre Haute, Indiana.

Project HOPE is a free spay/neuter program available to low income pet owners who are receiving government assistance. Our goal is to reduce the number of stray animals in Terre Haute thus reducing the number of unwanted animals taken to our local shelter. While a low income pet owner can still be a responsible owner, they often struggle with the cost of altering their pet. This program encourages

pet ownership while illuminating the chance an unexpected litter will be surrendered or abandoned. Since it inception in 2007, the program has altered an average of 750 animals per year.
