Should NEMT expectations change depending on where you operate?
A trip in rural North Florida and a trip in downtown Miami share a service definition — but almost nothing else. Geography, distance, facility access, traffic, and local market conditions reshape what "reliable NEMT" actually requires across the state.
This isn't a presentation. It's a conversation. Florida providers, brokers, transit, and mobility leaders comparing how operating conditions change the job — and whether expectations should change with them.

NEMTAC® standards are developed through an ANSI-accredited consensus process designed to support balanced participation from across the NEMT ecosystem, including providers, brokers, health plans, government agencies, and subject-matter experts.

That process includes documented procedures, transparency requirements, opportunities for stakeholder participation, and public comment periods open to the industry. The objective is to develop standards through a consensus-based process rather than through the perspective of any single organization or stakeholder group.

For organizations evaluating standards for adoption, procurement specifications, contracts, accreditation programs, or operational frameworks, the development process is an important consideration alongside the content of the standard itself.

How important is the standards development process when your organization evaluates a standard for adoption or reference?

When something goes wrong in NEMT, who owns it?
Vehicles, equipment, modifications, inspections, and operations all overlap — and accountability rarely sits exactly where you'd assume. The hard part isn't any single failure. It's the space between roles, where responsibility quietly shifts and no one is sure where it landed.
This isn't a presentation. It's a conversation. Providers, manufacturers, modifiers, dealers, maintenance teams, inspectors, and transportation leaders working through where responsibility begins, where it ends, and what happens when it's unclear.

The Non-Emergency Medical Transportation Accreditation Commission® (NEMTAC®) is pleased to announce that Emily Horton will join the organization as Program Manager – Education effective June 1, 2026.

Emily brings extensive experience in Medicaid transportation program administration, education and training development, stakeholder engagement, and operational oversight through her work with the Washington State Health Care Authority and related programs.
