The HOA is commonly known as a 'Homeowner's Association'. This term is loosely tossed around and is often associated with a 'Maintenance' association. An HOA usually consists of residents of a community who gather to meet either on a forum such as Facebook or a website discussion area to discuss matters of concern of the community or subdivision of which one lives. Residents may also meet in a res

ident's house or a local coffee shop. The HOA can elect residents to direct and organize events and meetings to more formally structure the group. Since this website has recently been set up on Facebook as of October of 2011 there are currently no members participating. Time will tell if there ever will be any interest or activity here.

Poopy Heads! There are some people that are letting their dogs defecate on the common areas and not picking it up. It was brought up to me while at the corner of the pond loop where the workers were replacing the guard rail. Two piles of p**p right there. These workers have to be careful not to step into those and not have to take it home on the bottom of their shoes.

Our common areas are not a place to walk your animals and let them spoil the area. Just like you would not like someone to let their dog go in your front yard, right?

Kids do play on our common areas and people do have to walk on the common areas sometimes.

Can you just remember to bring along a couple of plastic shopping bags to pick up the p**p? It's common courtesy and most sanitary to do so. You don't have to worry about getting it on your hands if you turn the bag inside out and put it over your hand like a glove. Grab the mess and close up the bag. Simple. Take it home and put it in your garbage bin. That's all there is to it.
Most people today are already doing this but there are some who've not gotten the idea or message or maybe are afraid to do it.
Let's be responsible residents here in Bella Vista. It's up to all of us to keep it neat, clean and safe.

I met with a county employee yesterday, Tuesday, February 3, 2026 to talk about the invasive Brazilian Pepper overgrowth along the fence line by the expressway exit and our property line.

A crew will be coming this Friday to chop these down and douse the stumps with an oil based chemical (Garlon-4) to inactivate any further growth. They will stack the cuttings on our side of the fence on the easement to be picked up on Saturday.

Thanks to a resident for reporting this to our property management company. We will get it taken care of.

The five dead pine trees along our common wall are finally going to be taken care of Wedsday, 1/14/2026. The resident on Montilla Loop where the one pine tree is hanging over the wall and stuck on an oak limb will be happy to see it gone. It was pointed out to me by Johnathon with No Limits Tree Service that the roots and base were infested with termites. If that base had given way that tree would have toppled in this resident's yard.

These pine trees have been infested with bark beetles which kills the pines. It's just a matter of time before we will have no more pine trees. Though that might not be a bad thing as an arborist said years ago that they were crowding out the oak trees.

Board members needed. The annual meeting is coming soon. Things are piling up and there is a need for responsive board members to discuss and vote on items of importance to the community.

There are not but a few meetings each year to attend. Some are done via computer. You can learn a lot from this experience. Please consider.

Same old, same old complaints and concerns!

1. Residents parking on the streets. Well, maybe if you go talk to them instead of complaining to the HOA, you might get a better response. Don't forget that some families have children growing up that are getting cars now and may one day be off to college or move out. So, be patient maybe too. Also, your HOA has no enforcement over the county streets. We don't own the streets and have no say so. Complain to the county next time.

2. Garbage cans staying out front over 24 hours after pickup. Renters are the major violators of this rule. They move in and have no idea that we have an HOA and rules of the road. What I have found that works is to move the bin in to the side of the house for them one time and most times they get the idea. Or, just speak to them. Our HOA doesn't send out rulebooks to new renters. It's up to the landlord/owner to make sure the tenant plays by the rules.

Be nice, be considerate. That's all we ask. You may find that works well.

Sidewalk Repair. Update.
One ticket was closed and the other was updated to include both streets here in our community. Here is the text on this update on the remaining ticket from Hillsborough County. Note where it says we are not on the FY26 plan to get these repairs.

'We appreciate your advocacy for community safety. Maintaining safe and accessible sidewalks is a priority, and we’ve taken steps to investigate and include this location in future planning.

Hillsborough County maintains over 4,000 miles of sidewalk and is actively working through a backlog of more than 12,000 repair requests. Though funding is limited, we continue to improve repair efficiency. While Lake Bella Vista Dr. is not part of the current FY26 repair plan, your concern has been documented for future evaluation.

In the meantime, a work request will be assigned for inspection. If needed, reflective tape will be applied as a temporary safety measure.'

Sidewalk Repair. I reported both streets many years ago but nothing was done. As we have noticed that they were repairing sidewalks along Hutchison Rd this past week of December 1st, 2025, I called to ask about our sidewalks. No previous ticket(s) were found so obviously they were closed out and nothing was done.
So, today we have two new tickets created for both Montilla Loop and Lake Bella Vista Dr. Let's see if and when this gets taken care of. I will tell you that I took a walk to the entrance and tripped on one upended piece of sidewalk and then there was a steep drop off at another piece. This was on a dark corner where the street lights are blocked by overgrown oak trees. This is all nuts that the developers were even allowed to plant oaks in the easements. So, now we have to deal with it. Out county taxes to pay for these repairs but let's not cut down any oaks. Right!!!

We spent some petty cash to update the entranceway signage Christmas decor and lighting. New garland and light strings. New wreaths with lighting. Added hedge lighting hedge strings. Working on adding the center sign wreaths as we've had before.
We got several years out of the old stuff but it was looking pretty shabby.
We hope this brings you Christmas feelings of good and happiness this season.

The budget for 2026 was initially set to increase our dues. As soon as I looked it over it was obvious not much thought was given to it by our property manager at Westcoast. It was quickly redone to lower the amount going into the Reserve account. Our reserve account is for those large repair expenses that come along every so often like the every seven to ten year wall pressure cleaning and repainting. The irrigation pump replacement was another one. Mind you this pump had served us well from 2003 or so when the community was first built to 2025.
Hopefully we can begin the bring our dues back down in the following years by paying more attention to this reserve account and setting a limit on it. It's not like we fifty thousand dollars in it or more, right? A common sense forecast for the next wall repainting and eventual pump replacement is about all that needs to be taken into consideration. Well, a few thousand more for those once in awhile projects that do come up. Like for instance, in case you haven't noticed, the wooden fencing over by the pond at the South end of the loop there needs replaced. I'll bring that up at next year's meeting. Too bad we don't have more active participation here. Anyway, I just want to let you know that the irrigation pump has been replaced. If memory serves me, it was back in September of this year, 2025. Seeing how smooth this new pump works, no vibrations or shacking, the sprinklers seem to be working full force now.
We only found this out after hiring a landscaper to address the lack of mulch and flowers in the entranceways. Tom Hume of Artistic Landscaping, found on Nextdoor.com did a terrific job. He hung in there after the initial planting of the flowers in the medians and we found out that the pump wasn't working. He was stressed that there would be loss of plants. Some got very stressed but it appears that most if not all survived. It was a crazy experience getting a well drilling and pump company to get on the job and get it done. Hats off to Veterans Pump for a job well done and on a Sunday morning at that.
