USSOCOM is hosting an Acquisition Executive Small Business Forum on 10 November from 2:00 PM to 4:00 PM Eastern Time.

Responses are due tomorrow morning, 14 October, by 8:00 AM local time.

This session will be hosted both in person and virtually. In person attendance is limited to 100 individuals.

USSOCOM would like to have participation from all socioeconomic categories and a variety of industries. In an effort to maximize the number of firms able to participate, in person participation is restricted to one person per firm. Other persons from the firm may dial in virtually. However, USSOCOM reserves the right to limit virtual connections if needed.

These forums give USSOCOM a chance to assess the state of its Small Business program. Small businesses can discuss barriers to doing business with USSOCOM, share what USSOCOM is doing well, and suggest ways to make doing business with USSOCOM easier. When raising barriers or ways to make it easier, please bring examples of issues and possible solutions.

These roundtables are not meant to be an opportunity for firms to present their capabilities to USSOCOM, or to receive a forecast of upcoming requirements.

USSOCOM is soliciting industry solutions to support FANTOM’s scalable autonomy architecture enabling distributed, collaborative behaviors across Group 2-3 Adaptive Airborne Enterprise Unmanned Systems platforms.

As operational demands expand, the program requires continual innovation in:

Novel autonomy behaviors (e.g., mission objective/adaptation, swarm coordination, sensing, navigation, task allocation, distributed decision-making, targeting, tracking)

Behavior maturation and validation

Integration pathways and approaches via the FANTOM SDK (e.g., behavior packaging and versioning, simulation-based evaluation, flight integration readiness)

SOFWERX, in collaboration with USSOCOM Program Executive Office Fixed Wing, will host an Assessment Event to identify potential vendors to integrate existing or propose new autonomy behaviors into the government-owned Framework of Autonomous Networked Tactical Open Modules (FANTOM) Autonomy Software using the provided FANTOM Core Software Development Kit (SDK). This event aims to accelerate capability insertion for multi-platform, multi-payload uncrewed systems operating within the Adaptive Airborne Enterprise (A2E) ecosystem.

A2E is an interoperable system-of-systems designed to enable robust Intelligence, Surveillance, and Reconnaissance (ISR) capabilities through expendable, autonomous Small Unmanned Aircraft System platforms, resilient data paths, and a common control architecture. FANTOM is the complete autonomy software stack deployed across the A2E system-of-systems. FANTOM Extensions are mature vendor add-ons integrated using the SDK. Insertion of specialized/new modular, SDK-driven autonomy behaviors is required to extend, mature, and rapidly integrate into the FANTOM ecosystem.

Given the Department of War's pacing challenges, USSOCOM seeks to enhance and extend the concepts and technologies to leverage its access and placement and provide long-range ISR & effects at scale to execute Special Operations peculiar missions.

SOFWERX, in collaboration with USSOCOM Program Executive Office Maritime, will host an assessment event that provides Special Operations Forces operators and Unmanned Surface Vehicle (USV) vendors opportunities for collaboration, hands on experimentation, and assessment.

The primary desirement is to assess USV solutions aligned to two Design Reference Missions. Offerors may submit a solution aligned to Es**rt, Interceptor, or both.

Industry responses should address Design Reference Mission alignment, applicable Key Performance Parameter performance, platform maturity, payload integration, and readiness to participate in an assessment event.

Offerors should identify the platform configuration proposed for assessment and provide the basis for all claimed performance values. This includes the relevant payload condition, fuel or energy condition, operating profile, and test or demonstration data.

SOC26BZ06-DV006: Resilient Integrated Photonic Transport in Denied Environments (RIPTIDE).

The objective of this topic is to develop applied research toward an innovative capability that provides resilient, jam-resistant communications and cooperative navigation for distributed Group 3 unmanned aerial system formations operating in Global Positioning System denied environments across a theater-scale formation spanning 200 to 300 nautical miles over feature-sparse terrain.

Inertial navigation accumulates drift over long-duration sorties. Radio frequency cooperative navigation can be detected and jammed. Existing free-space optical terminals often exceed Group 3 unmanned aerial system size, weight, and power constraints. The needed capability is an ad hoc positioning, navigation, and timing network, or distributed navigation transport layer, in which the optical mesh serves simultaneously as a data transport layer and as a distributed navigation sensor.

SOFWERX, in collaboration with USSOCOM Program Executive Office Maritime (PEO-M), is seeking Unmanned Surface Vehicle (USV) solutions aligned to two Design Reference Missions:

Es**rt: A USV able to accompany and support a manned vessel during maritime transit and maneuver, maintain relative position, and contribute to the awareness, tracking, response, and defense of the supported vessel. The USV should be configurable for US Navy RIB cradle and davit launch/recovery and modular to accept a wide variety of Government furnished payloads.

Interceptor: A USV capable of rapid launch and high speed transit toward a desired area. The USV should be modular to accept a wide variety of Government furnished payloads. Compatibility with the USSOCOM Universal Launch and Recovery System is desired but not required.

Offerors may submit a solution aligned to Es**rt, Interceptor, or both.
