World Flood Day is a reminder that building a more resilient Florida starts before the water rises.

From coastal storm surge to inland flooding caused by heavy rainfall and overflowing rivers, flood risk reaches communities across our state. Behind every flooded home, closed road, and disrupted business are people whose lives and livelihoods are affected.

At Resiliency Florida, we believe preparedness and proactive investment must remain priorities. We support stronger stormwater systems, resilient infrastructure, natural solutions such as wetlands and floodplains, and a One Water approach that connects water management with community resilience.

Progress requires collaboration among local governments, water management districts, utilities, businesses, agriculture, environmental organizations, and residents. Watersheds ignore political boundaries. Our solutions must reach across them, too.

Let’s turn awareness into action: understand your flood risk, make a household emergency plan, and support investments that help protect your community.

Florida’s future depends on the decisions we make today.

As World Flood Day approaches, Resiliency Florida recognizes the essential work of Florida’s five water management districts—and the importance of supporting their ability to serve our state.

The Northwest Florida, Suwannee River, St. Johns River, Southwest Florida, and South Florida water management districts are more than regulatory agencies. Their work connects flood protection, water supply, water quality, and the health of our natural systems.

That broad mission is vital to Florida’s resilience. Managing water requires looking across entire watersheds, coordinating with communities, and balancing needs that do not stop at a county line. Watersheds ignore political boundaries.

Our districts bring regional expertise and partnerships to this work. They deserve sustained funding, strong technical capacity, and support for the full scope of their responsibilities.

As we focus on flood awareness, we must also focus on the institutions that help Florida prepare. Supporting our water management districts is an investment in our communities, our economy, and our future.

Resiliency Florida stands behind the essential mission of all five districts. A more resilient Florida depends on their success.

Florida’s economy, public health, communities, agriculture, and natural resources depend on reliable water. Yet population growth, aging infrastructure, water quality mandates, drought exposure, saltwater intrusion, and coastal and inland flooding are increasing pressure on systems that are frequently managed and financed separately. The result is higher cost, duplicated effort, missed opportunities for reuse and recharge, and difficulty sustaining long-term capital programs.

The Florida One Water Commission defines One Water as valuing all water through a collaborative, integrated systems approach to fresh and brackish groundwater, surface water, stormwater, wastewater, and recycled water in a manner that maintains ecosystems and provides reliable, resilient resources for economic, environmental, and public benefit.

The scale of the challenge:

20-year statewide water resource and infrastructure need, excluding sea-level rise:
$229.47B

Projected increase in statewide water use from 2025 to 2045:
754.53 Million Gallons per Day (MGD)

Projected 2025-2045 investment for additional supply and natural systems:
$3.81B

Stormwater and wastewater shortfall identified for local governments:
$49.7B

This is why a stronger One Water approach is needed. Florida is already implementing elements of this approach but there is more to be done.

The February 2026 Florida Trend water report highlights potable reuse planning in Plant City, large-scale desalination in Tampa Bay, expanding reclaimed-water use, aquifer recharge, conservation, and utilities seeking to diversify supply portfolios. The article’s examples show that no single technology can meet statewide needs; regions require different combinations of infrastructure, conservation, and natural-system investment. In my mind this highlights the need for our Water Management Districts. They are on the front line of this challenge!

Florida does not have a single water problem. It has interconnected water supply, water quality, wastewater, stormwater, flood protection, agricultural, and natural-system challenges that are too often planned and funded in separate silos.

A One Water approach treats every form of water as a resource and aligns state, regional, local, utility, agricultural, environmental, and private-sector investments around shared outcomes.

This year the conversation around One Water continues during the sold out One Water Summit later this week in Winter Garden! Stay tuned for exciting One Water outcomes.

Florida’s resilience takes planning, partnership, and a commitment to action.

Our Resiliency Florida board and members are hard at work, coming together at our board and membership meeting to help make Florida a more resilient state.

These conversations bring together experience, ideas, and a shared commitment to protecting our communities, strengthening infrastructure, and preparing for the challenges ahead. From coastal and inland flooding to water management and long-term preparedness, collaboration is essential to turning priorities into progress.

Thank you to our board and members for investing your time and expertise in this work. Your engagement helps strengthen our voice and advance practical solutions across Florida.
