Florida's SB 180 has stripped our communities of the right to set stronger building and safety rules after a storm—even when it comes to vital flood protection.

The damaging Sections 18 and 28 impose a multi-year freeze on local planning, barring any new comprehensive plan or regulation deemed "more restrictive or burdensome" on development. Record-breaking flooding has hit Florida communities, yet a new state law is preventing them from taking action.

Florida's Senate Bill 180 (SB 180) is a direct attack on Floridians' constitutional right to local self-governance, also known as "home rule." Sections 18 and 28 of this bill impose a statewide freeze on community planning, effectively banning new, stronger flood-mitigation regulations.

This means that the Florida communities devastated by recent floods are legally handcuffed from building back safer.

The devastation is immense, and Floridians need us now. As we've seen time and again during hurricanes, fires, and floods, the people of Florida have a remarkable history of helping their neighbors in times of crisis. This is a moment to act in that same spirit, but we must lend our voices to their fight in the legislature.

Call to Action: Nonprofits Unite to Fight the Unconstitutionality of SB 180 🏛️

Nonprofits have a vital interest in joining the fight against SB 180. The bill directly threatens the ability of local communities to manage their own affairs, which is central to many nonprofit missions.

First, many nonprofits focus on environmental and social issues. Without the ability to enact or enforce building moratoriums, communities can't prevent development that would overwhelm already fragile ecosystems or public infrastructure. Joining this coalition is a direct way to fight for the environmental and social goals your organization stands for.

Second, SB 180 prevents communities from taking proactive steps to protect residents from future disasters. The recent flooding in recent years demonstrated that existing infrastructure is inadequate in many areas. Nonprofits that serve vulnerable populations or advocate for community well-being have a vested interest in ensuring that local governments can enforce building pauses to prioritize public safety.
