Modeled after the Guardian Ad Litem Program, Pets Ad Litem (PAL), is an alliance of advocates and professionals providing a legal voice for animals. PAL's goals include enhancing public awareness of responsible pet ownership, offering legal assistance to state and local governments on animal law issues, providing legal representation for the interests of animals in legal proceedings, and protectin

g the rights and promoting the best interests of animals. PAL's projects support the Tallahassee Animal Services Center and include assisting the City of Tallahassee with the development of the new animal ordinances. PAL has also developed a humane education program (RPO) to provide education in responsible pet ownership to the general public and those persons cited for violations of the City ordinances. Through RPO, PAL provides humane education courses on a variety of topics including tethering, hot cars, animal nuisance law, dangerous dogs, and proper shelter and nutrition, among other topics. Presenters include lawyers, teachers, veterinarians, and government officials, all of whom provide live instruction and take-home materials. PAL is proud to have facilitated the formation of the first Animal Law Society (ALS) at the Florida State University College of Law. Over 40 students expressed an interest in animal law issues, and ALS is now an official student organization. Through ALS, law students are made aware of animal law issues and may receive pro bono credit for conducting animal law research or for drafting memoranda, pleadings, subpoenas, and other legal documents. PAL assists with many local and national events throughout the year including Tails and Trails, Puppies in the Pool, the annual Spay Day event, and the City of Tallahassee's rabies clinics where free vaccinations are provided to local residents. Additionally, PAL sponsors a bi-annual dog house build, frequent dog washes during the summer months at Tom Brown Park, and monthly shelter days when PAL volunteers have washed and walked dogs, assisted with shelter projects and even planted a rain garden. Any proceeds raised during these events are used to fund shelter projects and produce responsible pet ownership course materials.

Congratulations Stephanie! Well deserved!

🌟 Exciting News! 🌟

We are thrilled to announce that Stephanie Perkins, our Director of Animal Therapy here at TMH, has been named President of the International Association of Human-Animal Interaction Organizations (IAHAIO)! 🐾🌍

Stephanie’s path to this global leadership role began in 2000 with one special Australian Shepherd who showed her the transformative power of the human-animal bond. From there, she went from devoted dog guardian to therapy team member, and eventually, to Director of TMH’s Animal Therapy program—where she has spent the last 20 years growing one of the most respected programs of its kind.

Under Stephanie’s leadership, TMH Animal Therapy has expanded from just 35 teams to more than 250, serving people of all ages in healthcare, educational and judicial settings. Not only has she built a strong foundation, she also still regularly visits hospitals, schools and courts with her own therapy animals (including guinea pigs, rabbits, and dogs 🐶🐰🐹).

Stephanie’s commitment to compassionate, ethical and impactful animal-assisted interventions has earned her the Leon County Humane Society’s Purple Paw Award and a spot among Tallahassee’s 25 Women You Need to Know.

As IAHAIO President, she brings her visionary spirit, love for collaboration and a deep understanding of how animals can help humans heal. She’s passionate about raising global standards, expanding access in developing countries and ensuring animals are treated with dignity and choice in every interaction.

Stephanie takes the helm of IAHAIO—a global network of over 100 organizations—this August in Amsterdam. We couldn’t be more proud of her and this incredible milestone.

One of the many things PAL does to help animals is conduct a Responsible Pet Ownership (RPO) course in conjunction with the City of Tallahassee, FL - Government (COT). The creation of the RPO course was authorized by COT Commissioners in 2010 as part of a complete update and revision to the COT animal ordinance code. PAL worked cooperatively with the COT Animal Services Department on this update and in designing the RPO course, which is still being offered several times throughout the year.

The RPO course is free of charge and available to anybody that is interested in taking it. In addition to being open to the general public, pet owners that have received a citation can elect to take the course in lieu of paying fines. The RPO course operates like traffic school, but it covers best practices related to caring for pets and applies to civil animal code infractions.

Additionally, PAL is proud to have helped COT design and cover the printing costs for palm cards and COT Animal Ordinance booklets, which the Animal Services Department can distribute. These items help educate the public on common issues about animals and the laws that apply.
