This is an upfront and raw discussion Kristin Thorne has with Earl R. Hall, Executive Director of the Syracuse Builders Exchange. The largest organization of it's kind in NYS with over 1100 member companies to discuss NY's unique and problematic Scaffold Law, the need to change to a comparative negligence standard, staged accidents, and the impact this is having on contractors and the everyday consumer.

Mission Statement
The mission of the Mechanical Trades and Master Plumbers Association of Central New York is to unite signatory contractors of the Plumbing, Heating, Cooling, and Mechanical industry throughout the central and northern New York regions, for the purpose of furthering their best interest, and that of the industry.

The Mechanical Trades and Master Plumbers Association of Central New York (MTMPA) is the only Association for union contractors in the mechanical and plumbing industry throughout central and northern New York. Its mission is to serve in the best interest of union employers signatory to the Local 81 collective bargaining agreement, and in the best interest of the industry.

The MTMPA provides labor relations and collective bargaining services and remains the negotiating partner with the Plumbers & Steamfitters Local 81. The building agreement signatory employers work under has been historically collectively bargained between Local 81 and the MTMPA.

Local 81 and the MTMPA host periodic labor-management meetings, addressing industry issues mutually important to signatory employers and union members. Through this collaborative effort, issues are resolved, and disputes mitigated. In addition, the MTMPA appoints employer trustees to the Local 81 benefit funds. Such appointing authority is contained in the Trust Agreements of the union’s annuity, health, pension, and training funds. Governance of the Funds is a requirement shared by both the Association and the Union, with both having equal appointing power of Trustees. Developing relationships among union employers and union officials is important to the MTMPA.

Collaboration and teamwork remain paramount in continuing efforts to advocate for employers while acting in the best interest of the industry. The MTMPA is well positioned to not only continue but enhance the labor-relations and collective bargaining services union employers have enjoyed for decades.

Government Funding Beyond Nov. 17
With the current continuing resolution (CR) expiring on Nov. 17, there will need to be another funding extension to avoid a government shutdown. Speaker Johnson (R-LA) said he was prepared to back a CR through Jan. 15 to allow enough time to complete full-year bills and avoid the specter of another omnibus measure just before Christmas. The length of a CR could become a sticking point. While Speaker Johnson wants to push it into 2024, Senate Democrats seem to favor a shorter-term bill, hoping to wrap up final appropriations before Christmas.

Attaching "conditions" to a CR, as Johnson put it, would be another obstacle. Some conservative Republicans have pushed for a border security package and/or spending cuts as part of a funding extension, which Democrats will likely resist. Johnson said he was considering moving up the start date of 1 percent across-the-board spending cuts to January, coinciding with the CR deadline, rather than April 30 as required under the debt ceiling law, and said "there may be some conditions put on that, perhaps that 1 percent spending cut across the board, instead of becoming effective in April, maybe we make that Jan. 15 to incentivize the Senate to do their work." --FCA

U.S. Approval of Labor Unions at Highest Point Since 1965

According to a recent Gallup Poll, 71% of Americans now approve of labor unions. Although statistically similar to last year's 68%, it is up from 64% before the pandemic and is the highest Gallup has recorded on this measure since 1965.



Per the poll, many union members greatly value their membership, with most naming benefits and employee rights as key reasons for joining (65%). But for all the membership benefits they enjoy, this doesn't necessarily translate to employee engagement among unionized workers. It is not clear, however, whether lower engagement among unionized employees is a result of dissatisfaction they harbored before joining a union, or if joining a union foments tension between workers and their employers.
