a. Brief review of current issues:

-- Community celebration at Brand Park Community Room on December 8, 2016, from 5 - 7 p.m. to meet the newly elected and re-elected officials representing our region.

--The LADWP unanimously voted to support community solar along with equity metrics to guarantee that some communities will not receive more benefits than others.

The Energy and Environment Committee of the Los Angeles City Council unanimously approved two important measures (which will go to the full City Council for the final vote):

a. the Zero Waste LA Exclusive Franchise Program to mandate that contracts be distributed more evenly, making sure that women and other minorities get their fair share of such contracts.

b. approval of the equity metrics program for the community solar project

Kudos to Chairwoman Nury Martinez and her fellow committee members for jobs extremely well done.

Homeless Issues:

Ongoing discussion about acquiring the National Guard Armory in Sylmar for year-round use for the homeless with wrap-around services:

The office of Cong. Tony Cárdenas has been contacted whose staffer researched the subject and referred us to the office of State Senator Bob Hertzberg.
It has contacted the office of County Supervisor Sheila Kuehl whose district includes the Armory. LA City Council President Herb Wesson was also contacted (currently his office is overseeing CD 7 since the former Councilmember Felipe Fuentes resigned from office mid-term). Mr. Wesson wants to help us follow through on our proposal.

In the meantime, a gentleman has indicated that he is interested in purchasing the Armory property outright or leasing it on condition that he can park the vehicles and equipment used for his business on the Armory lot.

There are a number of community members and organizations that wish to be included in the discussions. Among those are Ronnie Veliz, Peggy Courtney, Cynthia Coria, and Ann Job.

The goal of the group as a whole is to assist the underserved members of our community--certainly the homeless is among that demographic.

We were also reminded of the Homeless Connect Day held at El Cariso Park on November 16, 2016. About 137 people registered, eager to speak with agency representatives in hopes that such people can help to alleviate their desperate conditions.

Back packs with toiletries, socks, and various other items were handed out by the Sylmar Neighborhood Council to each person who attended. Various churches supplied clothing and a private party provided 100 coats with lining to ward off the winter cold. Another company donated about 200 new flannel shirts.

b. Penelope McMillan on Homeless Shelter:

• a petition is being circulated to convert the National Guard Armory in Sylmar to a year-round homeless shelter

• there is current consideration to sell the facility but since it has over recent years been a site for the homeless during the cold winter periods, we are hoping that a government entity can purchase it for permanent homeless use while offering wrap-around services which would include such matters as the following:

--timely, dependable transportation; child care; full healthcare (general medical, dental, and visual); résumé preparation; clothing for job interviews; interview techniques; job opportunities that pay a living wage and offer career opportunities (training-to-job prospects)

• we believe we need around 3000 signatures to make the petition meaningful to the people to whom we shall present the petition

such people would include the following lawmakers:

Mayor Garcetti, City Councilmember Fuentes (and/or his temporary replacement), Assemblywoman Lopez, State Senators Hertzberg and Carol Liu, and possibly others

representatives from the following:

Mission College, Valley College, CSUN, LAUSD Adult Education, Valley Occupational Centers, Sylmar Neighborhood Council, the Pierce and San Fernando Road MEND location (which feeds the homeless and helps with clothing on Tuesday of each week; the Van Nuys MEND location which helps with job training), and possibly others

• the ASK:

--provide ongoing funding to support a viable program
--create a permanent drop-in center
--provide an action plan
--erect, sustain, and maintain a year-round facility for the homeless

• the fact is that the Northeast Valley is underserved in terms of attention to the homeless (whereas other areas in the City have and are receiving greater, more impactful, and ongoing programs)

• the Armory and a shelter in Pacoima were able to assist just under 300 homeless people from December 2015 through March 2016 under the joint auspices of the County and the LA Homeless Services Authority (LAHSA) for which there were monitors and auditors to oversee what and how services were being offered (Hope of the Valley ran it for LAHSA)

what, then, transpires on behalf of this segment of society during the intervening months?

• Ronnie Veliz is eager to get involved with this project (he has been politically active for some time)

c. Nadine Cano on Mission College Botanical Garden:

• $500 was donated by Vice President of Mission College, Danny Villanueva, from his department for use in the garden
• to access our 40' by 100' plot that has been assigned to us by the college, we need to create a cut driveway for delivery access
• we are working on obtaining an on-site shed to house our equipment and miscellaneous items; the college has to help us arrange this purchase and installation

• In addition, once this Mission College project is well underway, we would like to return to the Sylmar Public Library to repair irrigation and plant new native and drought-resistant shrubs on the Polk Street side to beautify the location and, hopefully, attract more visitors

we would like to find a way to bring in a larger number of diverse stakeholders to take ownership of this project, including work on planting and maintenance

c. Mark Morris on making Los Angeles a 100% sustainable/renewable green community

• on September 16, 2016, a Los Angeles City Council motion, introduced by Councilmembers Bonin and Koretz, and backed by the Sierra Club will be addressed to create a study to get the LADWP to reach this goal by 2035
• The Neighborhood Council Sustainability Alliance (all NCs) will be drafting a letter to be sent to the Mayor asking that this goal be reached by 2030 (much as San Diego has already done); Food and Water Watch and LAANE RePower LA are also behind such a plan
• on October 15, 2016, the League of Women Voters and the North Valley Voters' Alliance will hold a Candidates' Forum and Voters' Faire, an event which will emphasize environmental issues

the Korean-American Federation and some Armenian groups will be in partnership for this event

b. Nadine Cano and Pablo Martinez on Mission College Botanical Garden:

• Still seeking $500 contribution from Mission College VPs office; also contribution of a tool shed large enough to hold tools, folding chairs, etc.
• review of schematic for garden
• on site, we now have 3 round landscape pots--3' diameter, 3' in height; 1 large, round landscape pot--5' diameter, 4' in height; both to be lowered slightly into ground; each will be painted; the "bird" fountain will be placed in a container on which will be mosaic lettering, giving the name of the garden; signage at the garden will give recognition to those individuals and organizations that have made substantial contributions to the creation and maintenance of the garden, e. g. Servicios, Raúl Bocanegra, NVGA, Pablo Martinez' working group, etc.
• Pablo Martinez spoke about a triangle of unused land whose owner might donate to us or otherwise allow us to use (based upon any pertinent legal regulations and restrictions). The land in question is located near Tyler and Fenton in Sylmar. It is thought that a variety of plants could be placed there, some in small pots to be given to neighbors: a variety of cacti, aloe vera, succulents, drought-resistant landscaping, and Mexican agave, and others. This site would serve as an auxiliary garden to the Mission College Botanical Garden.
• It was also mentioned that LA City is giving Neighborhood Councils money for sidewalk repairs (we have been trying to make a sidewalk improvement for quite some time in the Sylmar area but have encountered ongoing roadblocks to our attempt)

We are currently working on irrigation issues at the Sylmar Public Library, an urban garden at Mission College, the sediment and dam issues at the Pacoima Reservoir, the multi-use facilities in the City of San Fernando--to name a few.
