Access to capital is most effective when it is paired with trusted local relationships, community insight, and a deep understanding of the challenges entrepreneurs face on the ground. This partnership represents an important step toward building a more inclusive and connected small business ecosystem in our region.

At New Joaquín CDC, we believe community development must include pathways for local entrepreneurs to grow, stabilize, and build long-term wealth within the communities they serve. Last Friday, we walked Main Street with some incredible leaders, partners, and changemakers—and honestly, it felt like the beginning of something big. 🏛️

From the Bank of Stockton Building to the Kress Building, from Trail Roasters to CalMain Lofts, we traced the stories of what’s been built, what’s emerging, and what’s possible when community leads development.

New Joaquín CDC recently completed an intensive learning exchange in Cincinnati, OH as part of the National Growth Innovation Network’s Strategic Capacity for Advancing Local Economies (SCALE) program — and it’s shaping how we think about everything we’re building in Stockton.

We engaged with leaders from the Cincinnati Center City Development Corporation (3CDC) and the Port of Greater Cincinnati

Two organizations that have driven over $2 billion in coordinated development while keeping affordability and community impact embedded in every project.

Through site visits and strategic workshops, our team studied the financial tools and governance structures that make inclusive revitalization possible at scale:

• Revolving loan funds that keep capital circulating locally
• Tax-increment financing as a lever for corridor redevelopment
• Mission-driven land banking to prevent displacement before it starts
• Cross-sector partnerships that align civic, corporate, and philanthropic investment

The biggest takeaway: equity isn’t a constraint on development — it’s the infrastructure that makes development last.

We’re bringing these lessons directly to our work along East Main Street in Downtown Stockton. Our goal has always been to build thriving, mixed-income neighborhoods that reflect the resilience and potential of the people who’ve always been here.
