Generate Health believes Missouri families deserve affordable essentials, strong schools, accessible healthcare, stable public services, and a meaningful voice in decisions that affect their lives.

Tomorrow is Election Day.

Generate Health advocates for a fair ballot-initiative process in which the votes of Missourians carry equal weight.

Amendment 4 would require citizen-led constitutional amendments to receive a majority statewide and separately in every congressional district.

We believe a statewide majority should remain enough. Vote NO on Amendment 4 on or before August 4.

Tomorrow is Election Day.

Teachers. Nurses. Healthcare advocates. Faith leaders. Small business owners. Seniors. Parents. Working people.

We may not agree on everything, but a growing coalition agrees that Amendment 5 could shift costs onto Missouri families while weakening the revenue that supports schools, healthcare, public safety, roads, and other essential services.

The rich get the cut. You get the bill.

Make your plan. Review your ballot. Bring an acceptable photo ID.

Generate Health urges Missourians to vote NO on Amendment 5 tomorrow, August 4.

What would Amendments 4 and 5 mean for Missouri families and communities?

Both proposed constitutional amendments will appear on Missouri’s August 4 primary ballot, but they address different issues.

Amendment 4 is about Missouri’s citizen initiative-petition process—the process people use to place proposed constitutional amendments on the ballot.

Right now, a citizen-led constitutional amendment passes when it receives a majority of votes statewide. If Amendment 4 passes, it would need both a statewide majority and a majority in every Missouri congressional district. The full text of initiative petitions would also be made available to voters with their ballots. If it does not pass, the current statewide-majority rule would remain.

Amendment 5 is about Missouri’s income, sales and use tax structure.

If it passes, it would require lawmakers to phase out and eventually eliminate the individual state income tax when certain revenue-growth requirements are met. It would also authorize the expansion of sales and use taxes, reduce some existing constitutional limits on taxing goods and services, and require certain local tax-rate reductions if local sales-tax revenue increases. The official ballot information says the overall effect on taxes is currently unknown. If it does not pass, these constitutional changes would not take effect.

These questions may affect how Missourians make decisions through the initiative process, how the state raises revenue, and how public services—including healthcare, education and family supports—are funded.
