Missouri Appleseed Missouri Appleseed is an independent nonprofit organization. We are one of fifteen independent centers that make up the Appleseed network.

Our network office is located in Washington, DC. For over two decades local Appleseed Centers have championed the rights of society’s most vulnerable populations. Appleseed Centers across North America are dedicated to advancing justice and creating opportunities to help all people build better lives.

Women from the Keyway Center for Diversion & Reentry, the Soulfisher Ministries, and A Home for Her contributed to Missouri Appleseed’s story banking centered on exploring how domestic violence can lead to criminal convictions. By documenting these lived experiences, we seek to highlight patterns in the abuse-to-prison pipeline and to inform policy solutions that better recognize and respond to the realities faced by survivors of abuse.

🍎 Support SNAP for People with Felony Drug Convictions!

Federal law bans people with felony drug convictions from receiving food assistance through SNAP (the Supplemental Nutritional Assistance Program, formerly the Food Stamps Program). The same law allows individual states to modify or lift the ban, however, and a number of states have chosen to do so. Missouri Appleseed plans to research and educate the public on the value of lifting the SNAP ban on Missourians with felony drug convictions since access to food is an important component of successful reentry into society after incarceration.

Rep. Chad Perkins (R-Bowling Green) sponsored HB 2751 and it was voted do pass by two House Committees.

πŸ‘©β€πŸΌTo build on the success of Missouri's prison nursery program, and with support from within the Missouri Department of Corrections, Missouri Appleseed requested funding for doulas during this current legislative session!

Incarcerated women are unable to have loved ones with them for birth appointments or labor and delivery. Support from doulas could improve birth outcomes, reduce postpartum depression and birth trauma, and potentially decrease recidivism rates - all while being cost-effective.

Missouri currently denies voting rights to individuals who have completed their sentence of incarceration, but are still on parole or probation. Restoring voting rights post-incarceration fosters engagement in communities and encourages participation in the democratic process.

πŸ’ͺ Support Medicaid and Mental Health Needs in Jails!

Missouri Appleseed received a grant from Missouri Foundation for Health to implement a Medicaid enrollment pilot project in Missouri jails. The project aims to ensure eligible individuals are enrolled in Medicaid to receive immediate coverage upon release. We are training jail staff and community health workers, and holding focus groups with jail residents to learn from their experiences.

πŸ“š Research shows access to healthcare after release from incarceration reduces rates of recidivism.

Similarly, Missouri Appleseed surveyed county sheriffs and jail administrators about the mental health needs they see in their jails. Jails are obligated to provide healthcare services, but their budgets don’t cover the expensive care required to manage severe mental illness. We will publish a two-part report on the survey. Part I was released in September 2025.

βš–οΈ Support Fair Sentencing for Survivors of Domestic Violence and Coercion!

Thanks to support from the NFL Foundation, Missouri Appleseed is working with Appleseed Centers in Alabama and Oklahoma to advance trauma-informed justice, reunite families, and scale reform across state lines. Missouri Appleseed will survey currently incarcerated women to better understand connections between domestic violence, coercion, and the crimes for which they were convicted. This research will inform lawmakers, judges, attorneys, and the public in advocating for survivor justice.

This legislative session, we worked with Rep. Renee Reuter to amend the language of the Missouri Survivors’ Act (HB 1872) so that survivors of domestic violence or coercion can present the full picture of their experiences in court. The bill now:

βœ… Includes coercion as an element of abuse
βœ… Explicitly allows evidence of past abuse
βœ… Expands the definition of abuser to include non-family members

This year, our focus has been on several projects: Fair Sentencing for Survivors of Domestic Violence and Coercion, Mental Health Needs in Missouri Jails, Restore the Right to Vote for People on Probation and Parole, Enrolling Missouri Jail Populations in Medicaid, and SNAP for People with Felony Drug Convictions.

Last week, Grassroots Advocacy students, Katy Tunis and Estephany Moncada, participated in a lobby day with Missouri Appleseed and , advocating for the restoration of voting rights for people on probation and parole. Katy began the day by testifying before the Senate Committee on Judiciary and Civil and Criminal Jurisprudence in support of HB 2592.

Each year, Missouri Appleseed presents a full-day, free Continuing Legal Education event on issues related to our work. Thank you to our speakers and attendees for making this year's our most successful event ever!

Over 230 people registered to learn about bridging justice and recovery during pregnancy and parenting. Our 10 speakers from across the country have extensive experience working to improve parenting, strengthen family bonds, and promote child wellbeing.
