Access to an ID shouldn’t depend on your wallet.

This week in Jefferson City, State Rep. Jeff Hales filed HB 3520 and HB 3521, two bills that would eliminate the cost of state-issued nondriver photo IDs for Missourians.

Why does this matter?
Because an ID is the key to:
✔️ Getting a job
✔️ Signing a lease
✔️ Opening a bank account
✔️ Enrolling in school
✔️ Accessing healthcare
✔️ Casting a ballot

Right now, cost is the #1 barrier keeping thousands of Missourians from securing basic stability. These bills would provide free nondriver IDs, with a specific focus on people experiencing housing instability, ensuring no one is priced out of their identity.

The Missouri State ID Access Coalition, sees this every day: people ready to work, ready to move forward, stuck because they can’t afford an ID.

Missouri has the opportunity to join states that recognize accessible identification as foundational to a healthy economy and thriving communities.

An ID is more than a card. It’s dignity. It’s access. It’s opportunity.

On , we’re lifting up the urgent need highlighted today in St. Louis Magazine:
➡️ Without a birth certificate or state ID, Missourians experiencing homelessness are locked out of housing, employment, banking, and public benefits.
➡️ And the fees — $15 for a birth certificate, $24 for a non-driver ID — keep thousands from accessing these essentials.

Apply today! Applications for the 2026 ID Access Subgrants of up to $5000 to organizations in Missouri are now open!

If your organization supports Missourians in obtaining IDs, we encourage you to apply. These grants support direct services, including application guidance, document identification, and cost coverage. We also provide funded partners with coaching, resources, and training.
