As President of the Board and Design Committee Chair for the Delmar Main Street Initiative, Tonnie champions sustainable, community-driven growth rooted in historic preservation along the Delmar corridor.

With a strong background in retail and banking management, Tonnie brings a unique, well-rounded perspective to strengthening local businesses and vibrant neighborhoods. Her leadership has earned her recognition as Who’s Who in America’s Neighborhoods (2023) and as a graduate of multiple leadership and economic development programs.

Park Central is proud of the work led by Seniors Saviour and Noorul who is also a FOCUS St. Louis Youth Leadership St. Louis alum, from High School, through their internship with us. This week, they conducted walk audits in The Grove Commercial District. This is an important urban planning and commercial district management tool that helps ensure our corridors remain clean, attractive, and welcoming for residents, businesses, and visitors alike.

Small businesses are the backbone of strong neighborhoods. Through the Eric Outlaw Business Center (EOBC). Park Central Development is helping entrepreneurs turn ideas into thriving businesses and strengthen neighborhood commercial corridors across St. Louis. 2024–2025 EOBC Impact:

• 142 businesses supported
• 300 entrepreneurs provided marketing resources
• $100,000 in technical assistance grants to help businesses access legal, accounting, and financial services
