In August 2026, voters in Missouri sent a resounding message by decisively defeating Amendment 4, with a staggering 80% voting NO. Every county across the state firmly rejected this power grab. Amendment 4 would’ve enacted the strictest requirements for passing a citizen initiative in the country, requiring a majority vote in each of Missouri’s eight congressional districts.
But the citizen initiative petition process is still under threat. If you voted NO on Amendment 4, you need to vote YES on Amendment 6 this November.
Amendment 6 will safeguard the citizen initiative process for future generations and protect against future attacks like Amendment 4. It will prohibit new laws that make it more difficult to gather signatures or pass initiatives, while making it harder for politicians to undo initiatives people have already voted on—protecting the voice of the voters, not the politicians.
Amendment 4 was just the latest attack in a decades-long effort by politicians in Jefferson City to weaken Missouri’s citizen initiative process and make it harder for voters to have the final say. Even before Amendment 4, lawmakers have tried to undermine our right to petition. In the 2026 legislative session, politicians proposed 8 bills to weaken the citizen initiative process. And in the last few decades, several citizen initiatives approved by voters have been challenged or even overturned by lawmakers.
Amendment 4 was written by politicians to take away our voice. Amendment 6 was written by the people of Missouri to put power back in the hands of voters.
If we don’t do more, politicians will continue to erode our 118-year constitutional right to petition and prevent us from enacting the change we want to see in our state. That’s why we need to pass Amendment 6 this November.
