And acting like that doesn’t make sense is exactly why nothing changes.

Schools often point to passing grades as proof that everything is fine.

But children can earn passing grades while remaining years behind in reading.

Passing grades measure compliance with classroom expectations.

Reading determines whether a child can access the curriculum, pursue higher education, and participate fully in society.

Those are not the same thing.
