🌟We are excited to introduce Lupita, Member at Northeast WI Latinx Rising.
📜Lupita Dorado is a Mexican American born and raised in Green Bay, Wisconsin. She is a devoted mother to her eight-year-old daughter, whom she loves deeply and learns from every day. Motherhood has challenged her in ways she never imagined and continues to shape her growth and perspective.

Her parents immigrated to the United States in search of better opportunities and a more stable future for their children. Lupita grew up alongside her parents and three younger siblings, all of whom attended the Green Bay Area Public Schools system.

She attended St. Norbert College, where she earned a Bachelor’s degree in Sociology and Human Services. Since the age of 16, Lupita has worked in the nonprofit and social services field, a career path she is deeply passionate about. Her niche is working with teenagers in the child welfare system, where she is dedicated to providing guidance and support.

Throughout the years, Lupita has volunteered with many organizations. Most recently, she served as President of NEW Latinx Rising. Volunteering is a core value she lives by and hopes to instill in her daughter.

In 2024–2025, Lupita was selected as a participant in the Leadership Green Bay cohort. She is currently a member of the 2025–2026 Green Bay Area Public School Ambassador Academy, continuing her commitment to leadership and community engagement.

🌟We are excited to introduce Arthur, President at Northeast WI Latinx Rising.
📜Arthur Gabriel Smeall is a local musician who has served the Green Bay area as a live musician and private music instructor since 2019. Having been playing music almost all of his life, Arthur graduated from Green Bay East High School’s Fine Arts Institute in its inaugural year in 2012. He went on to study at Berklee College of Music in Boston, graduating with his bachelor’s degree in Professional Music in 2016.

Arthur is a multi-instrumentalist. He has played music in numerous local bands and ensembles in the Green Bay area. He is a guitarist/vocalist and founding member of Banda Los Locales, one of the Green Bay area’s first bilingual Latin pop rock bands. He has played in the cello section of the Green Bay Civic Symphony since 2023. He can also often be seen playing his solo-acoustic music at local events and establishments. In addition to music, Arthur has served the Green Bay area as a school bus driver working for First Student in 2022. He has volunteered with Northeast Wisconsin Latinx Rising since 2023 and has served as its board president since January 1st of 2026.

On his own time, Arthur enjoys outdoor activities like hiking and riding his bicycle on Green Bay’s trails. He also enjoys indoor activities like reading nonfiction books, and playing Magic: the Gathering and tabletop RPGs with his lifelong pals.

🌟We are excited to introduce Richard, Treasurer at Northeast WI Latinx Rising.

📜Dr. Richard Hurst is a retired Director of Institutional Research at Loyola University Chicago, where he served for 27 years leading institutional assessment, data analysis, and strategic research initiatives, and he has a background in teaching research methods and statistics. Prior to his work at Loyola, he was an urban research specialist at Michigan State University, contributing to research publications and securing successful grant funding. Dr. Hurst holds a Ph.D. in Sociology from Michigan State University, specializing in formal complex organizations, and has conducted research on how organizations build and sustain network ties, including collaborative work with United Way partners in Michigan during periods of environmental and economic stress. He is a founding member and Treasurer of NEW Latinx Rising, bringing expertise in research design, institutional analysis, and nonprofit governance to community initiatives.
