At OFJ, we remain committed to mitigating this risk by providing specialized training and education on interactions involving developmental and intellectual disabilities within the justice system, while offering support to those navigating this complex process.

As Missouri’s fastest-growing county, St. Charles County’s need for intellectual and developmental disability (I/DD) services will only continue to rise. An estimated 7,200 individuals in our community have an I/DD and may rely on DDRB-funded services supported by local property taxes. In 2025 alone, DDRB funding helped support 2,659 clients with critical services — nearly 25% of them newly entering services.
These programs don’t just change individual lives: they strengthen our entire community. I/DD services empower people to gain and keep jobs, help families remain in the workforce, create local caregiving jobs, and reduce reliance on emergency or crisis-driven systems.

Prop RT would limit funding for essential services. Supporting these services means supporting opportunity, stability, and a stronger St. Charles County for everyone.

What is Prop RT? Proposition RT (Prop RT), a St. Charles County ballot measure based on Senate Bill 3 is a state bill that could reshape how local property taxes work in Missouri.

These changes would limit funding for services supported by property taxes, including local schools, libraries, fire protection, and the DDRB of St. Charles County, which funds essential services for people with intellectual and developmental disabilities (I/DD) and their families. This bill will be voted on by St. Charles County voters on April 7, 2026.

If approved, Proposition RT (Prop RT) would:
-Change how property tax revenues are calculated.
-Freeze or cap property taxes, restricting future revenue growth and the ability to expand services.

In this season of praise and thanks, we want to recognize someone who went above and beyond all expectations! We were connected with Perri when she was in custody in St. Louis County Justice Center several years ago. The system was working against Perri and she was weary of any organizational support, but with her trust and open-mindedness, Perri took advantage of any support that was offered. She was granted bond and during a grueling, yearlong ordeal, she connected with various community supports to strengthen her ties to her community and become an upstanding member of society. With a support team made up of members from OFJ, Compass, DMH and VR, Perri developed goals to not only better herself, but make a better life for her son, who she was not able to see throughout her justice involvement per her bond conditions. Through Perri’s determination, she exceeded all expectations and met every goal set forth. After a several years long process, all of Perri’s charges and court conditions were dismissed by prosecution, including no contact with her son. Perri is now reunited with her family and is still engaging with all community supports. She is working on saving for her own place for herself and her son 💛
