The BackStoppers is excited to announce the appointment of Lawrence (Larry) O’Toole as the organization’s new Executive Director. His appointment comes as Chief Ron Battelle prepares to retire at the end of this year after a distinguished tenure leading the organization.

Former Chief O’Toole was selected from a competitive pool of finalists. With a rich background in supporting first responders, he is well-prepared to continue The BackStoppers’ essential mission. Chief Battelle, who has had a long-standing professional relationship with the former officer, expressed confidence in his ability to lead the organization through this transition.

“I’m very excited about the hiring of Larry,” said Chief Battelle. “His extensive experience and deep passion for first responders make him an ideal successor. I am confident that his leadership will ensure a smooth transition.”

Chief O’Toole’s background in law enforcement equips him with a comprehensive understanding of the challenges faced by police officers, firefighters and EMTs. His extensive involvement with The BackStoppers, including significant roles in supporting families, positions him uniquely for this new role.

“As a former Chief, and current member of The BackStoppers Board, I have worked with Chief O’Toole over the past two decades in his role as a command level officer of the St. Louis Metropolitan Police Department,” said Jon Belmar, former chief of the St. Louis County Police Department. “I am confident that he will effectively continue the mission and legacy of The BackStoppers in support of the families of our fallen first responders.”

“I've known Larry for more than 40 years and have seen him console widows after losing their spouse in the line of duty,” said Col. Steve Roberts, Sr, Chief of Staff of the St. Louis Sheriff’s Office. “I highly recommend and support him in this role because I know he has the best interests of The BackStoppers at heart. No one can replace Chief Ron Battelle, but if someone comes close, it's Larry.”

Since its establishment in 1959, The BackStoppers has been a steadfast source of support for families affected by the loss or severe injury of public safety officers. The organization has provided vital assistance to more than 200 families and currently supports approximately 95 families, including 75 dependent children.

Under Chief Battelle’s leadership, The BackStoppers has achieved significant milestones:
Assisted more than 130 families of fallen and catastrophically injured heroes.

Provided $33.9 million in assistance.
Expanded the mission to include support for catastrophically injured public safety officers.

Established the Education Fund, enhancing educational assistance for families.

Diversified the types of support to better address evolving family needs.
Expanded coverage from 12 to 28 counties across Missouri and Illinois.

Reflecting on Chief Battelle’s impactful tenure, BackStoppers Board President John Capps stated, “Chief Battelle’s dedication and leadership have profoundly impacted countless families. His vision and unwavering commitment have not only broadened the organization’s reach but also provided essential support to those in need.”

The BackStoppers eagerly anticipates Chief O’Toole’s leadership as the organization continues its crucial work of supporting and assisting the families of fallen and injured heroes.
