A sharp decline in international migration slowed population growth in 48 states, underscoring how dependent many states have become on migration to sustain growth.

Illinois counties rely on Local Government Distributive Fund (LGDF) revenue to help support public safety, court services, public health programs, infrastructure improvements and other essential local services.

Governor Pritzker’s proposed FY27 budget would reduce the percentage of state income tax revenue shared with local governments, resulting in an estimated statewide loss of approximately $60 million to counties and municipalities compared to current-year distributions.

Local governments have already lost billions of dollars over the last decade due to previous LGDF reductions.

ISACo encourages county officials to contact their state legislators and oppose further reductions to local revenue sharing.
